Since 1994, JSI has worked in partnership with the government and local civil society organizations to support the Ethiopian government&rsquo;s health and development priorities. JSI is working in all regions across Ethiopia, in urban as well as rural areas&mdash;though most projects reach the largest population groups by focusing on the four most populous regions. Our focus areas have included enhancing the quality and accessibility of reproductive, maternal, neonatal, child, and adolescent health services, strengthening primary healthcare systems, leveraging digital health solutions, improving health information systems, optimizing supply chain management, responding to public health emergencies, and promoting social and behavioral change.The USAID Quality Healthcare Activity (QHA) is a five-year program that aims to realize Ethiopia’s health quality and equity goals and to improve health outcomes of women and children, over the next five years. Through QHA, JSI’s locally led team is building a transformative systems approach to quality that includes continuous and adaptive learning and scale-up of proven strategies and innovations. JSI’s sub-partners Institute for Healthcare Improvement; MSI Reproductive Choices, with MSI-Ethiopia; Project HOPE; and the Network of Ethiopian Women’s Associations are essential to these efforts.Project OverviewThe USAID Quality Healthcare Activity (QHA) is committed to maximizing resource efficiency and ensuring equitable access to quality healthcare. To achieve these goals, QHA prioritizes cost control and rigorous cost-effectiveness analysis (CEA). By closely monitoring program outcomes and expenditures, QHA aims to optimize interventions, identify areas for improvement, and inform the scalability of successful approaches.We are seeking experienced cost-effectiveness analysis experts to provide consultancy services on a recurring basis throughout the fiscal year 2025. The engagement will focus on answering key questions related to the development and delivery of interventions, including:<ul><li>Cost Analysis: How much does it cost to develop and deliver interventions [selected interventions]? Which factors drive up the cost of an intervention?</li><li>Outcome-Based Costing: What interventions cost less or more per outcome delivered?</li><li>Equity and Inclusion: How to cost effectively support conflict-affected areas and differently abled groups?</li></ul>Key Deliverables<ul><li>A detailed proposal/protocol and action plan for conducting CEA</li><li>Comprehensive cost-effectiveness analysis of the selected interventions</li><li>Identification of effective cost-saving opportunities and strategies</li><li>Recommendations for improving the efficiency and equity of intervention delivery</li><li>Development of a framework for measuring and reporting on intervention costs and outcomes</li><li>A detailed and summarized report of the CEA</li></ul>Key Responsibilities<ul><li>Work with the QHA team to select interventions or package of interventions for cost effectiveness analysis</li><li>Develop a proposal/ protocol for conducting CEA</li><li>Implement the CEA as per the proposal and action plan</li><li>Identify relevant cost related data for the conduct of CEA</li><li>Collect and analyze relevant data for the conduct of CEA</li><li>Evaluate the costs and outcomes of selected interventions</li><li>Prepare clear and concise reports</li><li>Prepare and present the findings to QHA, USAID, and other stakeholders</li><li>Provide recommendations for future actions</li></ul>
