BackgroundLawyers for Human Rights (LHR) is an Ethiopian&nbsp;civil society organization that re-registered on September 19, 2019, before the FDRE Civil Societies Organizations Agency in accordance with Proclamation&nbsp;No.&nbsp;1113/2019.&nbsp;The&nbsp;objective&nbsp;of&nbsp;the&nbsp;Organization&nbsp;is&nbsp;to&nbsp;promote&nbsp;and&nbsp;advocate&nbsp;human rights&nbsp;among&nbsp;others&nbsp;through&nbsp;increasing&nbsp;the&nbsp;participation&nbsp;and&nbsp;contribution&nbsp;of&nbsp;lawyers&nbsp;in&nbsp;the&nbsp;area&nbsp;of human rights through trainings and other capacity-building activities and supporting and helping lawyers across the nation to exchange ideas, information and experience for better protection of human&nbsp;rights&nbsp;and&nbsp;prevalence&nbsp;of&nbsp;human&nbsp;rights;&nbsp;litigating&nbsp;before&nbsp;courts&nbsp;and other&nbsp;relevant&nbsp;organs&nbsp;to ensure protection and promotion of human rights recognized under the FDRE Constitution and other laws; creating awareness for justice organs about international human rights instruments ratified&nbsp;by&nbsp;Ethiopia;&nbsp;providing&nbsp;free&nbsp;or&nbsp;low-cost&nbsp;legal&nbsp;services&nbsp;for&nbsp;victims&nbsp;of&nbsp;human&nbsp;rights&nbsp;violation, particularly disadvantaged communities; lobbying the government to enact new laws or amend existing ones to give full protection for human rights; and familiarizing the idea of human rights defenders (HRD) among the lawyers.To achieve&nbsp;its objectives, LHR has been&nbsp;engaging with national&nbsp;and international stakeholders&nbsp;in the past years including National Endowment for&nbsp;Democracy&nbsp;(NED), Open Society Initiative for Eastern Africa (OSIEA), USAID’s Feteh&nbsp;(Justice) Activity in Ethiopia, Freedom House (FH), Konrad Adenauer Stiftung (KAS) and recently with Open Society Policy Center (OSPC).Mass&nbsp;atrocities&nbsp;are&nbsp;large-scale,&nbsp;deliberate&nbsp;attacks&nbsp;against&nbsp;civilians.&nbsp;When&nbsp;these&nbsp;crimes&nbsp;occur,&nbsp;states have obligations, under international law, to account the perpetrators through criminal prosecutions. The investigation and prosecution of mass atrocities are fundamental in societies dealing with the legacy of conflict.In January 2023, the Ministry of Justice established a Transitional Justice Working Group of Experts and unveiled a green paper that outlines the policy options for transitional justice in Ethiopia intending to end the perpetual cycle of violence. Thus far, various public consultations have been conducted across the country. These consultations have just been concluded and the final transitional justice policy is pending.One of the components of transitional justice is accountability, particularly for human rights violations.&nbsp;Mass&nbsp;atrocities,&nbsp;i.e.&nbsp;genocide,&nbsp;crimes&nbsp;against&nbsp;humanity&nbsp;and&nbsp;war&nbsp;crimes&nbsp;take&nbsp;precedence in addressing the violations. Investigation and prosecution of these crimes is much different and complex&nbsp;than&nbsp;ordinary&nbsp;crimes&nbsp;due&nbsp;to&nbsp;the&nbsp;nature&nbsp;of,&nbsp;extent&nbsp;and&nbsp;manner&nbsp;of&nbsp;commission&nbsp;of&nbsp;the&nbsp;crimes.Varying&nbsp;reports&nbsp;issued&nbsp;by&nbsp;the&nbsp;Ethiopian&nbsp;Human&nbsp;Rights&nbsp;Commission&nbsp;and&nbsp;other&nbsp;bodies&nbsp;indicate&nbsp;that mass atrocities, specifically crimes against humanity and war crimes, were committed in the northern&nbsp;conflict&nbsp;and&nbsp;conflicts&nbsp;in&nbsp;different&nbsp;parts&nbsp;of&nbsp;the&nbsp;country.&nbsp;It&nbsp;is&nbsp;anticipated&nbsp;that&nbsp;the&nbsp;transitional justice&nbsp;process will&nbsp;inevitably address these atrocity crimes.
