Summary&nbsp;of&nbsp;the consultancy&nbsp;workThe Sustainable Urban Integration of Displacement-Affected Communities (SUIDAC) project seeks to&nbsp;promote inclusive urban development in Jigjiga City, addressing the needs of Displacement-Affected&nbsp;Communities (DACs) and host populations. The project's primary objectives include assessing the socio-&nbsp;economic and environmental challenges facing DACs, strengthening local governance and institutional&nbsp;capacities, fostering social cohesion between displaced and host communities, and developing actionable&nbsp;recommendations to guide urban integration strategies. This initiative aims to promote inclusive urban development by enhancing access to essential services, creating economic opportunities, and improving living conditions for both displaced and host communities. A key component of the project is conducting a detailed feasibility study to identify the specific needs, challenges, and opportunities for the sustainable integration of DACs in Jigjiga, laying the groundwork for informed and effective urban development strategies. The objective of the Analytical and Diagnosis Phase through the realization of the SUIDAC Feasibility Study is to identify the project activities that will be implemented during SUIDAC and to assess which activities of the Action will be implemented directly by the Municipality and which will require the leadership of a Technical Implementing Partner (TIP).Background&nbsp;and&nbsp;Objectives&nbsp;of&nbsp;the&nbsp;SUIDACStarting in June 2024 and spanning 48 months, Cities Alliance (UNOPS) will manage the “Sustainable Urban Integration of Displacement-Affected Communities” (SUIDAC) Action, funded by the European Union. This action will address the intersection of forced displacement and urban development across nine cities in five Sub-Saharan countries: the Democratic Republic of Congo (DRC), Ethiopia, Somalia, Sudan, and Uganda. Focusing on governance, citizenship, environment, economic realities, and services, the action aims to support Displacement-Affected Communities (DACs) and their host cities. DACs include forcibly displaced populations (refugees, asylum seekers, internally displaced persons, returnees) and host communities. The project will implement area-based interventions to address the complex needs of these communities, while strengthening existing policy and regulatory frameworks rather than creating parallel systems. The objective is to conduct the SUIDAC Analytical and Diagnosis Phase through the realization of the SUIDAC Feasibility Study.Objective&nbsp;of&nbsp;the&nbsp;ConsultancyThe purpose of this consultancy is to engage a highly experienced consultant to conduct a comprehensive assessment of the socio-economic, environmental, and institutional dynamics influencing the sustainable urban integration of displacement-affected communities (DACs) in Jigjiga City. The consultant will leverage their expertise to examine the barriers these communities face in accessing essential services, employment, housing, and social inclusion, as well as the limitations within existing urban planning and governance structures.The consultant will be tasked with evaluating local capacities, resources, and institutional frameworks to determine how effectively they address the needs of DACs and mitigate issues related to displacement, poverty, and marginalization. This will involve analyzing urban infrastructure, service delivery systems, and economic opportunities, while identifying gaps in policy execution, resource allocation, and stakeholder coordination. Additionally, the consultant will assess environmental factors, including the effects of climate change, that may impact DACs' integration into Jigjiga’s socio-economic fabric.The ultimate goal is to develop actionable recommendations that will inform and improve the design and implementation of the SUIDAC project.
