Children who are protected against infectious diseases tend to achieve higher educational levels and contribute more to their nation's development and prosperity.&nbsp;Communities with a high number of unvaccinated children are at risk of recurring outbreaks of vaccine-preventable diseases, such as measles, which can spread quickly and worsen health and development outcomes. These vulnerable communities often face various challenges, including limited access to necessities like clean water and education, as well as issues like lack of decision-making power when it comes to healthcare, gender-based violence, early marriages, and teenage pregnancies. These challenges are prevalent in remote rural areas, pastoralist communities, and areas affected by conflict. Therefore, reaching zero-dose and under-vaccinated children requires reaching their communities and establishing connections with healthcare services and essential&nbsp; resources. It is crucial to prioritize reaching and ensuring complete immunization for zero-dose children. Despite ongoing global efforts to increase vaccination coverage, disparities in vaccine access persist, leaving many low-income countries unable to access crucial vaccines.PROJECT&nbsp;BACKGROUNDGates Anchor IV Health and Nutrition Advocacy Project (AG-IV 2021-2025). Ethiopia has made significant progress in improving access to primary health care and reducing undernutrition. This success is largely attributed to the implementation of the health extension program (HEP) and integrated community case management (ICCM) approaches. However, in the &nbsp;pastoralist regions of Somali and Afar, maternal and child mortality and morbidity rates have remained high with minimal improvements over the past two decades. The health system in these regions is under-resourced and ill-equipped to address the unique challenges, resulting in poor- quality and inaccessible services. According to the Ethiopian Demographic and Health Survey (EDHS) report of 2019, child mortality rates from lack of full immunization are particularly high in both regions, and seeking reproductive, maternal, newborn, and child health (RMNCH) services is significantly influenced by socio-economic and cultural factors. These factors include inadequate infrastructure, poor management and implementation capacity, weak health facility linkages, and limited access to information (as reported by UNICEF in 2019). TOR - To Facilitate stakeholders’ engagement for Gender Responsive Agricultural Extension service on climate smart agricultural technologies on selected business, agriculture, food security and life skillsBackgroundCAAP has launched the Resilience and Institutional Support to Empower Women in Somali Region (RISE Project), through partnership with UN Women, to improve resilience and livelihood opportunities of the vulnerable women and girls affected by conflict and climate change in Jedane Kebele of Shinile Woreda, Somali Region. Aligning with national and international frameworks, including Ethiopia’s ten-year development plan, the UN Women Strategic Plan (2021-2025) and the UN Sustainable Development Framework (2021-2025), the project runs from August 1, 2024, to December 31, 2026.Women in Ethiopia play a crucial role in agriculture, yet they face significant barriers to accessing essential agricultural extension services. Despite their significant contribution to substantially to farm labor and food production, they are often systematically excluded from farmer groups and their access to inputs like seeds, fertilizers, and extension services is highly limited due to their productive and reproductive burdens. This leads to lower agricultural output compared to their male counterparts, and eventually restricting their contribution for productivity and food security at large.&nbsp;Climate change exacerbates these challenges for smallholder farmers, particularly women. To address these issues, the RISE Project aims to deliver Gender-Responsive Agricultural Extension Advisory Services (GRAES) focused on climate-smart agricultural technologies, sourcing, capacitation, and adoption. This includes conducting practical needs and capacity assessment at community and institutions level for household and group-level training and demonstration sessions on agriculture, food security, and livelihoods, as well as developing and roadmap for gender responsive agricultural extension services through digital extension training content development and dissemination.&nbsp;The goal of this assignment is to assess existing potential among government, academic, research, private sectors to realize climate smart and gender responsive technologies generation, dissemination and adoption, as well as conducting needs and potential households and community level to utilize the potential. Thus, a roadmap of tailored strategy to deliver and scale climate-smart agricultural innovations to support women smallholder farmers in Jedane Kebele to boost productivity, diversify livelihoods and strengthen resilience realizing efficient and effective gender responsive agricultural extension services in the face of adverse climate conditions.&nbsp;To effectively implement these initiatives, the project is looking for a local consultant specializing in gender-responsive agriculture, climate-smart agriculture, livelihoods, stakeholder engagement facilitation and business. The consultant will conduct needs assessment at household and community levels, and potentials at public, private and communities’ indigenous knowledge, settings and practices level and develop a road map and strategy for implementing gender responsive agricultural extension services on climate-smart agriculture and agribusiness technologies for women smallholder farmers in Jedane Kebele. Who we are&nbsp;SOS Children’s Villages Ethiopia is an International Non-governmental organization and a member of SOS Children’s Villages International Federation. We started our humanitarian work in Ethiopia with the opening of our first Village in Mekelle, Northern part of Ethiopia in 1974. Since then, we have expanded our programs to different regions where there are significant needs for intervention and where we believe we can work in partnership with all relevant actors to bring sustainable positive outcomes for children’s and young people.&nbsp;Today, we have grown significantly to meet the persistent challenges that confront Ethiopian children who have lost parental care and those that are at risk of losing their parental care. Working in close collaboration with international donors, local government and community-based organizations across seven program locations; we aspire that every child grows up with love, respect and security.

SOS Children's Villages in Ethiopia

BackgroundYouth care leaver associations are charity organizations established under the law by and for care leavers and they are affiliated to parent residential care institutions. Government offices are also those organizations mandated to issues related to care leavers. In the case of NGOs, organizations were sub-categorized into residential care providers and general service providers. Among the private sector actors, banks and employment service providers are included.In general terms, the level of responsiveness to the issue of youth care leavers by governmental and non-governmental organizations is very minimal. The agenda has not been addressed by relevant government policies and strategies indicating how the subject of youth care leavers is overlooked by policy makers. The level of coordination and partnership among relevant governmental and non-governmental stakeholders is also scanty. The only platform or partnership identified that works on youth care leavers is the project being implemented by SOS Children’s Villages – Ethiopia in partnership of youth care leaver associations and relevant government counterparts. No other attempts were identified and prominent non-governmental actors which work on vulnerable youth haven’t embrace the issue of youth care leavers in their thematic areas and strategic directions. Here it came to be clear that unless key stakeholders act collectively and bring the issue to the attention of policy makers, the vast majority of the problems faced by youth care leavers would continue to prevail. It is auspicious that youth care leaver associations are emerging and coming to existence to join the battle. Though such associations are expected to play the central role in addressing the problems that youth care leavers face, they are still at a stage of infancy and require significant amount of support to build their capacity. The incumbent will bring thematic competence in social and institutional development skills to ensure that all deliverables pertaining to building capacity and partnership development component are accomplished on time and according to approved scope of work.The incumbent will coordinate Trail bridge need assessment, promote inclusion of trail bridges in government strategic plans &amp; budget allocations, establish/strength regional road technical teams, establish and strength trail bridge operation and maintenance committees, support local production of trail bridge construction materials, develop capacity of trail bridge construction and consulting firms and conduct study, and generate lessons.&nbsp;Partnership and Capacity Strengthening<ul><li>Conduct institutional capacity assessment in terms of scaling up rural transport infrastructure and identify existing strength, needs, and gaps in individual skills and organizational systems</li><li>Coordinate trail-bridge need assessment to provide government partners and other stakeholders with the information they need to prioritize rural access in plans and budgets in collaboration with Infrastructure development officer</li><li>Closely work and collaborate with partners and organizations and promotes effective linkages among multiple government, civil society and private sector actors</li><li>Identifying government partners and private sector training and capacity development needs, and facilitate planning, organizing and overseeing appropriate training</li><li>Support and conduct capacity development of target community, government, private actors and community organization based on identified need, gaps and project plan</li><li>Promote internal learning and synergy as well as joint resources mobilization among actors towards the attainment of shared development results</li><li>Work closely with TVET and universities in developing appropriate human resource development training for the RTI sector</li><li>Undertake analytical work and provide technical guidance in the area of community mobilization and capacity building in the area of rural transport infrastructure focusing on and advice on how to ensure sustainability of benefits of trail bridges and foot trail networks</li><li>Conduct continues follow up to ensure trail bridge and trail network improvement skills, tools and resources are adapted and become normal operating procedures.</li></ul>Project Implementation<ul><li>Contribute to development of standards, guidelines and processes which support the ongoing quality of capacity development approaches across the project outcomes and outputs</li><li>Support and advise the project and government partners to facilitate the implementation of Woreda development plans and design of sustainable strategies for operation and maintenance of resulting road infrastructures (trail brides and foot trail networks)</li><li>Support establishment/strengthening of regional, zonal and Woreda level networks in the development and implementation of trail bridges and foot trail infrastructures</li><li>Provide technical inputs to the RTI planning process to ensure that plans are realistic and take due account of the social development constraints and criteria to delivery of infrastructure</li><li>Prepare annual operation plan, report and update for partnership and capacity development component of the project</li><li>Ensure implementation of the project proceed according to approved work plan and correction are taken timely.</li></ul>Quality Assurance, Documentation, and Reporting<ul><li>Contribute to organizational and sector-wide learning through good quality input for lessons learned, best practices, and evaluations etc. for all the components of the program for training, mobilization and IEC materials</li><li>Identify and anticipate potential risks and problems in a timely manner and advise the project on the implementation of mitigation measures and solutions</li><li>Work harmoniously with local government partners and other project team members to ensure projects are being delivered timely and effectively</li><li>Ensure that all projects regularly update and submit progress to intermediate milestones and set targets throughout the project cycle.</li></ul>
