Background:&nbsp;Nikat Charitable Association, founded in April 2010, stands as the only sex worker-led non-governmental organization (NGO) in Ethiopia. Comprising five women with prior involvement in transactional sex, Nikat is a registered Ethiopian Residents Charity (License Number: 1758) under the legislation 621/2009. The organization received the prestigious "2010 Red Ribbon Award" at the XVII International AIDS Conference in Vienna, Austria. This accolade recognized Nikat for outstanding community leadership, specifically in reaching HIV+ girls and women engaged in transactional sex, and for its unwavering commitment to promoting the SRHR and human rights of sex workers.Objectives:&nbsp;The overarching objective of this assignment is to facilitate the development of a comprehensive Finance and Procurement Manual for Nikat Charitable Association. The manual is intended to align with the International Public Sector Accounting Standards (IPSAS), ensuring transparency, accountability, and adherence to best financial and procurement practices.Scope of Work:<ul><li>Initial Assessment: Conduct a comprehensive review of Nikat's existing financial and procurement procedures, taking into account the organization's unique structure and operational context.</li><li>Stakeholder Engagement: Engage closely with Nikat's finance team to understand current practices, challenges, and specific organizational requirements. Facilitate meeting with staffs or interviews to gather insights and ensure the manual is tailored to the organization's needs.</li><li>IPSAS Compliance: Thoroughly research and integrate IPSAS principles into the development of the Finance and Procurement Manual. Ensure that the manual aligns with international accounting standards and is adaptable to the specificities of Nikat's operations.</li><li>Donor Compliance: Collaborate closely with Nikat's donor (Danish Family Planning Association) Finance person to identify and address specific donor compliance issues. Incorporate relevant guidelines and reporting requirements into the manual to ensure alignment with donor expectations.</li><li>Drafting: Develop a comprehensive draft of the Finance and Procurement Manual, incorporating all relevant IPSAS and donor compliance considerations. Ensure clarity, comprehensiveness, and&nbsp; practicality in the document.</li><li>Consultation and Feedback: Share the draft manual with Nikat's finance team and Danish Family Planning Association for their input and feedback.
