Position Summary and Purpose: The Human Resources Officer plays a key role in ensuring that IOCC achieves its vision and mission by leading employee programs and supporting staff in a way that inspires and promotes support of IOCC’s core values. This position is primarily responsible for the strategic development and implementation of all HR related programs, processes and procedures in support of the strategic plan and the organizational structure. This is done by ensuring effective talent management focused on equity, harmony and productivity via fair and consistent application of employee policies, employee programs, compensation and benefits administration, performance management process, recruitment for all levels of positions, interviewing and selection, and compliance with all local employment laws.&nbsp;Responsibilities and Essential Functions: &nbsp;<ul><li>&nbsp;IOCC Talent Management Lead: Plays a lead role in establishing and implementing the processes and standard operating procedures (SOPs) that relate to recruiting, interviewing, hiring, onboarding, developing, coaching, training, job achievement and job satisfaction; act as the go to person for any questions related to the employee life cycle; partner closely with Hiring Managers to initiate the process for recruiting and hiring in accordance with applicable laws and also with all employee matters; develop, implement and lead effective onboarding for new employees; facilitate the completion, collection and required filing of all new employee documents; document all process and procedures for management’s reference; recommend and draft policies and practices that will benefit IOCC and staff in compliance with local employment law.</li><li>Human Resources Information Systems and Applicant Tracking System (HRIS and ATS): Manage administration and ensure accurate use of available HR platforms and implementation of ATS to ensure employee data security and accuracy, including recruiting, interviewing, hiring, onboarding and off-boarding processes; provide training to all pertinent staff on the use of the HR platforms; determine new ways to add efficiencies to any employee-related programs; &nbsp;administer the payroll and ensure compliance and security of employee payroll information.</li><li>&nbsp;Employee Training Initiatives: Work closely with the CR, Ethiopia to determine appropriate staff training and development needs that are within the approved budget; develop and implement a tracking mechanism to ensure required trainings are managed in accordance with strategic plan and individual goals; facilitate the delivery of necessary annual training for Addis and key field staff; enlist the help and guidance of internal and external resources in providing useful training; make recommendations for other beneficial or necessary training for key Addis and field staff; prepare annual training schedule to be shared with IOCC local staff.</li><li>&nbsp;Compensation and Benefit Administration: Work closely with the CR, Ethiopia to manage fair and equitable compensation programs, including periodic reviews of employee jobs and status and recommend changes or improvements; document and train on all related changes and processes; play a lead role in the coordination of local benefit plan renewals, benefit meetings, documentation and maintenance of records, ensuring timely and proper enrollments changes including benefit terminations; collaborate with benefit vendors and handle the management and administration of all employee benefit offerings for national staff; interface with any and all HR-related contractors and vendors and establish ongoing relationship in order to quickly and effectively solve problems that arise; oversee compensation programs and staff care benefits and programs ensuring equity and fairness; enlist assistance from internal/external sources when needed.</li><li>&nbsp;Performance Management and Employee Relations: Lead managers and employees through the performance management process, ensuring clear understanding, timely completion, and effective use of tools; work with managers to address struggling or underperforming employees; provide training and communication tools to aid in performance management; ensure performance management activity is carried out at the appropriate time each year; &nbsp;make recommendations on possible staff changes or restructuring necessary based on performance outcomes; advise, coach, train on any HR, employee relations or organizational matters; support all national employees regarding employee issues by responding to all inquiries and advising and coaching for their effective resolution, ensuring timely, confidential and fair treatment; document any and all conversations and investigations in accordance with applicable laws, IOCC policies and HR best practices; provide all necessary support to national staff regarding HR policies and employee management inquiries; support managers with employee disciplinary actions and related documentation; manage employee separations (terminations and resignations) using established processes including the use of exit interviews, drafting potential separation agreements and exit communication; ensuring appropriate consultation with legal counsel, when necessary.</li><li>&nbsp;&nbsp;Policies, Document Management and Compliance: Monitor and suggest HR related policies and procedures for national staff; ensure continuity of established procedures between Addis office and field offices, with the goal of achieving standardization; lead the process of drafting or updating the Employee Handbook and ensure accuracy, relevance, compliance to applicable laws and adherence; maintain accuracy and completeness of all job descriptions, working with management on necessary updates and changes while maintaining compliance; maintain and ensure an organized and compliant system of employee files per all laws ensuring confidentiality; establish an organized catalog and filing system of HR forms, templates and other resources and ensure consistent use by all staff.</li><li>&nbsp;Human Resources Strategy: Work closely with the CR, Ethiopia to discuss organizational development and changing organizational needs as outlined in the strategic plan; actively participate in HR and organizational strategy discussions and contribute feedback and recommendations; schedule and conduct regular staff discussions to understand the real work environment and earn ongoing trust of staff;
