Job Overview/Summary
Building resilience of vulnerable communities against Climate-induced Shocks project is a three-year project which funded by IRUSA. The project will be implemented in Meayso woreda of wast Hararghe zone.
IRE seeks a dynamic program Manger to Building resilience of vulnerable communities against Climate-induced Shocks based in Chiro who will be frequently travel to Meayso and AA (The position requires travel (approximately 30%)
Reporting to the Head of Programs, Project Manager will be responsible to lead the planning, executing, coordinating, monitoring, and controlling of Building resilience of vulnerable communities against Climate-induced Shocks to ensure it is completed in a timely fashion, within budget and in line with commitments in the donor contract.
To successfully deliver on the project’s results, IRE requires an exceptional Project manager who has demonstrable knowledge, expertise and experience in project management preferably in the area of Humanitarian and Development Projects related to Food Security and Livelihood (FSL), Market system Development, Resilience, WASH, Health and Nutrition Programs.
The Project Manger directly supervises project staffs ensuring that project beneficiary needs and are implemented according to IRE strategy, donor guidelines, approved work plans and budgets and also oversees day-to-day operations and security in the respective area.
Project Implementation & Management
§ Field level responsible for the overall technical direction of the project and management of project activities, providing technical leadership to the project team to ensure high quality programming to achieve project results.
§ Lead overall program management, delivery, and achievement of program activities and deliverables in the program area
§ Coordinate the operations, planning, implementing, reporting and building relations with agricultural stakeholders at the regional and community levels; including government officials, implementing partners, the private sector, research and academia and among others
§ Provide leadership in projects set-ups/initiation, including development and adoption of precise Implementation tools- DIPs, PPs, CPs, DPs, and PMPs etc.
§ Prepare project procurement plans, make follow-ups to ensure that items are delivered on time.
§ Ensure that donor reports are of high quality and shared with the donors within the agreed timelines
§ Work with the field implementation team and partners to ensure projects are implemented in a sustainable way and achieving the envisaged change.
§ Provide regular technical support/Backstopping/supervision during programme/projects Delivery processes.
§ Support Project reviews - drawing key recommendations, lessons, best practices, technical advances etc.
§ Work closely with IRE country office management and Country Office Program manager & Coordinators ( i.e Food Security and livelihood (FSL) , WASH and Health and Nutrition ) to strengthen and deliver high quality response towards project goals
§ Working with the relevant Project team in zone 4 and ensure activity plans, implementation and coordination are in place and regularly monitored
§ Facilitate and provide capacity building support and training, coaching and skills development for the project team based at field.
§ Track all project related recruitments to ensure required supporting documents and approvals are submitted in advance and that there is proactive follow.
§ Facilitate field level grant(budget) management meetings and ensure Addis Ababa IRE team receive notes and actions points within a timely manner. Ensure action points in field office are followed up.
§ Undertake financial forecast, monitoring and controlling of the project
§ Ensure donor compliance on visibility and program management is adhered to in a timely manner.
Human Resources and Administration
§ Supervise project staffs, ensuring effective staff deployment and in-depth induction for new staff
§ Ensure staff is well versed on the IR Code of Conduct and accountability
§ Ensure timely performance appraisal processes for all staff under direct line management
§ Ensures the management of Human Resources in accordance with the IR guidelines and the legal requirements in the country.
§ Lead and motivate program, finance and admin personnel under his/her supervision
§ Ensure project staff adhere to all IR and donor mandated safety and security regulations, policies and practices; ensure adherence to those regulations and take corrective actions as required.
§ Perform other relevant duties as may be requested by the IRE, HO Project Budget Holder, Program Manager and/ or Country Director.
Coordination and Partnership
§ Jointly work with procurement unit to generate/update precise project procurement Plans at inception and follow its (Plan) implementation.
§ Actively participate in state level inter-cluster coordination, and other meetings relevant
§ Work with procurement unit and Committee to support and provide required technical support during procurement processes of the project activities and interventions relation to the programme
§ Work with Finance Unit on project budgets planning, Budget Monitoring/Controls, Risk mapping, and reporting, Audits (Internal & external), related financial accounting
§ Ensure coordination and integrated team efforts in the delivery of Food Security and livelihood (FSL), MSD, Resilience, and WASH and other sectors as needed.
§ Support coordination of zonal and woreda responses and project activities with the NGO clusters, humanitarian forums, working groups, and the government.
§ Ensuring that IRE is represented in all relevant emergency forums, working groups
§ Represent IR with partners in government and other stakeholders at zonal and woreda on matters related to the project
Monitoring and Reporting
§ Ensure that the project is implemented, monitored and evaluated and effectively handed over to the relevant government sectors and respective communities on completion
§ Facilitate the establishment of culturally and context-appropriate Complaints, Feedback and Response Mechanisms
§ Ensure Field project team develop performance indicator trackers and that they update them regularly to facilitate monitoring of all projects in zone 4 and ease of reporting.
§ Collaborate with the PDQ Department to conduct ongoing monitoring and feedback/accountability of response to ensure actions are timely and appropriate
§ Review and share high quality and timely donor reports.
§ Compile and share weekly/monthly /quarter report to country office using the appropriate reporting template.
§ Compile and share the zone response and recovery weekly situation report
§ Produce quarterly and annual financial and narrative donor reports to a high standard
§ Asses, analyze and report humanitarian situation in Zone to Country office
§ Review progress through project field visits, data analysis, project budget utilization status and forward planning
§ Compile and share general weekly/monthly /quarterly project update to Head of programs.
Personal Specification
Formal Education/Qualification
§ BA/Master’s degree from a recognized university in either Agriculture, Livelihood, Livestock, Food Security, Agriculture Economics, Disaster Risk Management, Development Studies, Rural Development, Project management or Water Engineering or another related field of studies
Work Experience
§ A minimum of 5 years' professional project management experience
§ Demonstrated practical experience in integrated FSL, and WASH project Management, MSD, Resilience and pastoral livelihood including in far-flung areas
Skills and Competences
§ Excellent practical team management ability to work independently as required
§ Excellent written and oral communication skills
§ Proven technical knowledge of project cycle management
§ Experience in reporting, internal and external to donors and key stakeholders.
§ Proven knowledge of and experience with donor funding environment and good financial and project management skills
§ Commitment to high ethical standards
§ Good written and spoken English and the ability to produce high quality written reports
§ Diplomacy, tact and negotiating skills;
§ Excellent interpersonal skills, cross-cultural communication, and ease in managing a multi-ethnic team;
§ Good team leadership and conflict resolution skills, consensus team building, and adaptability;
§ Patience and understanding to work with and develop the capacity of national staff.
§ Experience delivering programs to tight deadlines;
§ Good computer and IT skills and strong communication and writing skills;
§ Proficiency with Microsoft Office applications
Technical lead (preferable);
§ Proven skills in integrated emergency humanitarian response planning, and management and capacity building
§ Experiences and skills in either FSL or WASH or Livelihoods or both of them
§ Knowledge and experience of the local culture and contexts of target areas (preferable to pastoralist).
