USAID/OTI the USAID/OTI Ethiopia Support Program (ESP) launched in 2019 to contribute to building an enabling environment for inclusive and peaceful national consensus processes by strengthening intra- and inter-group relationships and actions, advancing inclusive and constructive public discourse and mitigating mis/disinformation and hate speech.
I. General Summary
The purpose of this role is to form part of an evaluation team of two (Lead Evaluator and Evaluation Consultant) which will be tasked with the following: to assess (1) the relevance of activity outputs against the context and opportunity; (2) the effectiveness of activity outcomes to rapidly respond to conflict (3) recommendations or lessons around USAID’s Conflict Prevention and Stabilization (CPS) programing, specifically to help identify areas or opportunities for USAID and other donors to consider supporting, and to share lessons learned. The intent of the activities within this cluster is to pilot approaches for conflict response in the north eastern corridor Amhara, where the program was responding to the effects of the Tigray People's Liberation Front’s (TPLF) advance and government counter-offensive in the region.
ESP is concluding an intensive 6 month stretch of post-conflict programming in this corridor that aims to improve the program’s understanding of the context and rapid response approaches to address key post-conflict needs. Findings on the relevance and effectiveness of this programming will be shared with the USAID mission in Ethiopia as well as the broader donor community in an effort to attract more attention and support for this area. The evaluation team, therefore, should be prepared to brief on the evaluation findings to a diverse group of international stakeholders.
II. Specific Duties and Responsibilities
Under the supervision of the Chief of Party, working in close coordination with the Lead Evaluator, the Evaluation Consultant will be responsible for the following:
● Support the development of a vision for the evaluation;
● Co-design the evaluation tools with ESP and evaluation team and ensure appropriate translation;
● Lead on data collection with activity partners and participants;
● Lead on the delivery of the raw data to the ESP team including necessary transcription;
● Co-design interpretation and validation workshop;
● Support of the drafting of the inception and evaluation reports;
● Co-lead presentations to key stakeholders.
III. Qualifications and Experience:
● University degree in political science, social science, journalism, or related field required; master’s degree preferred
● 6 years experience in monitoring and evaluation with at least 2 years working on evaluation teams; ideally for conflict mitigation related programs;
● Strong understanding and experience with qualitative data methodologies and analysis;
● Experience facilitating focus groups, interviews, or other data collection efforts; experience in journalism is also considered;
● Proven knowledge of local and international CSOs/NGOs and community-based organizations implementing relevant activities and programs, as well as key governmental actors and stakeholders, in the respective assigned ESP areas;
● Fluency in Amharic and in written and spoken English required;
● Experience evaluating conflict mitigation programing is an advantage;
● Lived or professional experience in North East Amhara is an advantage;
● Experience with USAID-funded projects is an advantage.
IV. Contract Type, Location and Conditions:
The Evaluation Consultant will be a Short-Term Technical Assistance (STTA) position. The evaluation is expected to last from October 10th - December 7th, 2022 with data collection taking place in early November. The successful candidate will receive the complete Scope of Work (SOW) for the evaluation prior to the start date.
