INSTRUCTION TO BIDDER FOR THE AUDIT OF ACCOUNTS OF GAIN ETHIOPIA
1. Background About GAIN
Global Alliance for Improved Nutrition (GAIN) is a Swiss base international not for profit organization and having its registered country office in Ethiopia to operate as a foreign charity Organization established to reduce malnutrition by supporting food fortification and other sustainable nutrition strategies in order to save lives and improve health, productivity, and cognitive function. GAIN mobilizes public-private partnerships and provides financial and technical support to deliver nutritious foods to those people most at risk of malnutrition. We also support improved maternal and infant health by promoting breastfeeding and specialized products for infants over six months and young children. In addition, we are partner with local businesses to improve the quality of food along agricultural value chains. By building alliances that deliver impact at scale, we believe malnutrition can be eliminated within our lifetimes.
GAIN Ethiopia has re-register with Civil Society Organization Agency as per Proclamation No 1113/2019 and as per Proclamation Number 332/2014 and 847/2014, it is also registered with Accounting and Auditing Board of Ethiopia (AABE) as a Public Interest Entity with Identification No 0000005426 and Registration No CHA/0000000413/11.
2. Invitation to Bidders
Qualified Auditors are invited to submit a proposal to conduct an audit of GAIN Ethiopia’s books of accounts for the period July 1, 2021 to June 30, 2022 and also for subsequent two years pending on availability of funding and also meeting performance requirement.
Proposals should be submitted in hard copies with two separate envelops: one for technical proposal and one for financial proposal. The proposal of the apparent successful bidder will set grounds for future negotiation.
3. Instruction to Bidders
3.1. Objectives and Scope of Audit
The objective of this tender is to have the accounts and related financial reports of GAIN Ethiopia office to be audited for the period July 1, 2021 to June 30, 2022.
The Scope of Audit is:
1. To conduct a financial audit on books of records of GAIN Ethiopia Office in accordance with International Standards on Auditing, donors’ requirements, and the relevant Proclamations by Ethiopian Government (Organizations of Civil Societies Proclamation No. 1113-2019; A Proclamation to Provide for Financial Reporting).
2. To express an opinion on the financial statements of GAIN Ethiopia based on the financial audit.
1.1. Eligible Bidders
This solicitation is open to any duly licensed auditing firm in Ethiopia which appears on the lists of acceptable auditing firms maintained by AABE.
As GAIN Ethiopia is required to produce its International Public Sector Accounting Standards (IPSAS) compliant Audited Financial Report, auditing firms that have experience in auditing IPSAS/IFRS based accounting is a requirement.
As part of their Technical Proposal, bidders are required to attach as annexes copies of their:
a) Certificate of Professional Competence issued by AABE and other related international institutions
b) Renewed Trade License with tax clearance certificate for the 2020/2021 or 2014
Ethiopian Fiscal year
c) Value Added Tax (VAT) certificate
d) Tax Identification Number (TIN) certificate
e) Testimonials from clients preferably for conducting audit of INGO accounts.
