SCOPE OF WORK:
Expectations of the consultant are outlined broadly in this agreement. This role with Medical Teams is a dynamic one and undertaken in a resource-challenged setting, thus this position requires flexibility. The broad outline of activities offered below recognizes that details may change in order to address needs identified in the field.
Activities enumerated below are to be undertaken in Northwest Tigray and North Gondar (Amhara) regions of Ethiopia, from 01 June 2022 up to 15th June 2022, with possibility of extension. The consultant will report directly to Medical Teams Ethiopia MEAL Manager, who will provide survey specific guidance.
The consultant will serve in the role of Survey Consultant for a total of 15 days. The consultant will be flexible, able to manage time; and be prepared to tackle other tasks commensurate with role, and level of experience, on short notice.
BACKGROUND:
Medical Teams International was registered in Ethiopia with the Agency for Civil Society Organizations (ASCO) on 1st June 2021, as a Foreign Organization, registry number 5635 and in accordance with the Civil Society Organization Proclamation No. 1113/2019. MTI focuses on rebuilding and supporting the local health structure in Ethiopia which has been damaged and degraded in the course of the conflict. In June of 2021 MTI began providing technical and managerial support to the Regional Health Bureau (RHB) primary health care centres in the Northwest zone of Tigray through the health system strengthening (HSS) approach with funding from WHO and MTI internal funds. In HSS MTI provides health facility rehabilitation, staff training, provision of patient cards/forms/medical records, provision of critical stock out medications and supplies, and financial support for critical facility operations. Through funding from ECHO, MTI operates a Mobile Health and Nutrition Team (MHNT) in the Northwest zone that delivers essential PHC services to Hibret, Dehab Tesfaye and Selekleka IDP sites in Shire with integrated sexual and reproductive health (SRH), nutrition and MHPSS. In Tigray MTI serves a catchment population of 63,000 with the MHNT and conducts approximately 850 consultations per week. In February of 2022, MTI opened a second field office in Debark, North Gondar Zone, Amhara Region and began HSS activities at Zarima health center and direct health services through a MHNT in Zarima Primary School IDP site. In Amhara region MTI serves a catchment population of 7,328 with the MHNT and conducts approximately 350 consultations per week.
PURPOSE:
Medical Teams is conducting a KPC survey to establish a baseline for community well-being; prevalence of communicable and non-communicable diseases; vaccine coverage; maternal and child health knowledge and health seeking behaviors; uptake of and attitude towards family planning; infant and young child feeding practices including exclusive breastfeeding; knowledge of key hygiene practices to prevent communicable diseases.

METHODOLOGY & TOOLS
Sampling frame will developed by consultant based on the household numbers and community information. . Enumerators will be recruited locally and will work in pairs with a health extension worker acting as translator. Data entry will be digital, using phone-based Kobo Collect forms which are uploaded daily. Data checking and cleaning will be carried out in parallel with collection.

INVOICING
The Consultant may invoice for the full rate for any day in which s/he works 8 or more hours but can earn no more than the daily rate for a given calendar day. Medical Teams does not provide overtime or compensatory time to consultants. Medical Teams cannot compensate consultants for leave of any kind. Compensation for less than 8-hours of work on a given day may be billed in two-hour (quarter of the day) increments. For consultancies of limited duration (e.g., one month or less) the daily rate can be paid for unlimited consecutive days of work, including weekends. Consecutive days in excess of five (the standard work week) may be paid occasionally as the exception during longer-term consultancies, when weekend work is required. Generally, long-term consultants are expected to take regular days off and should offset weekend work days with time off during subsequent weekdays.
Time spent in direct air transit to or from the field may be compensated as follows, considering “door–to-door” (home to field lodging or office) travel time:
Extra time spent en route (e.g., holiday, voluntary or extended layovers, including the optional day-long layover en-route for itineraries of 8 hours or more) cannot be billed.
