About IPHC-E
The International Institute for Primary Health Care in Ethiopia (IPHC-E), which was inaugurated on February 1, 2016 is envisioned to be a world class hub to learn about Ethiopia’s experience using PHC approaches to achieve dramatic improvements in health. The mission of the Institute is to provide need-based capacity-building training on PHC for health leaders from Ethiopia, Africa and the rest of the world. Through PHC implementation research, the Institute provides up-to-date information on the strengths and weaknesses of Ethiopia’s PHC program and contribute to continually build stronger PHC program that ensures fidelity to standards of care and high levels of population coverage of services.
Furthermore, the Institute plays a key role in the transformation of PHC systems by generating innovative ideas, testing these and other ideas in woreda innovation centers (WICs) and consolidating the learning and best practices to facilitate knowledge transfer among PHC facilities and further achieve the highest possible impact.
2. Background
Woreda Transformation is one of the major objectives of HSTP and aims to create access to and utilization of quality and equitable health service delivery in districts and ascertain UHC. Despite the progress on the process of the Woreda transformation, evidence suggest that challenges like weak implementation strategies, poor community engagement, inadequate multi-sectoral collaboration were prominent. In addition, the cost effectiveness of interventions and analysis of the current capacity for delivering these interventions were not worked out. These challenges emanate from lack of opportunities to test the effectiveness of interventions before scale up, and sub-optimal delivery capacity and addressing these challenges will require a new way of doing business. In order to mitigate the above challenges and address major gaps, IPHC-E established Woreda Innovation Centers (WICs) where ambitious plans can be designed and implemented and where interventions and ideal service packages can be tested before scale up.
Tiya primary health care unit (PHCU) is one of the selected WIC sites and located in Sodo Woreda, Gurage Zone, SNNPR. The institute is currently launching testing of integrated community based hypertension screening and management at Tiya PHCU.
The overall objective of the consultancy work
The consultant will work on the baseline assessment of integrated community-based hypertension screening and management at Sodo Woreda, Gurage Zone, SNNPR under the guidance of International Institute for Primary Health Care-Ethiopia (IPHC-E).
