Summary
Under the management of the ACD-P, the Director of Program Quality and Design (Dir. PQD) will ensure that CARE's programs in Ethiopia contribute to CARE's vision of "a world of hope, tolerance and social justice, where poverty has been eliminated and people live with dignity and security." The Dir. PQD is expected to provide strategic leadership in the areas of program development, implementation, monitoring and evaluation and ensure that CARE's programs/projects make a significant contribution to reducing poverty and social injustice. He/she must possess exceptional political acumen, diplomacy and negotiating skills to succeed in a complex operating and political environment.
For thematic areas of work under their direct management the Dir. PQD is also responsible for overseeing the development, testing and implementation of new and innovative program approaches appropriate for the context of the CO. S/he reports to and works closely with, CARE Ethiopia's ACD-P in close collaboration with other program units at regional and CARE USA HQ levels, and other CARE International members.
S/he manages a team of professionals focused on the design, funding, implementation, monitoring and evaluation of programs and projects that effectively address the underlying causes of poverty in line with CARE's Programming Principles. S/he must also ensure that systems and people are in place to ensure the proper management of those projects and programs. The Dir PQD is a key member of the Country Office Senior Management Team and, as such, is responsible for co-leading and supporting CO initiatives.
Together with the ACD-P, s/he is responsible for developing and maintaining good working relationships with relevant government institutions at central and decentralized levels, with donors and other partners. The Dir. PQD will assist the ACD-P and Country Director in maintaining and leveraging on the acquired leading position among the NGO and humanitarian community in Ethiopia to promote CARE's mandate, mission and values.

The Dir. PQD is one of the senior CARE representatives in the country of her/his assignment and as such is responsible for problem solving at a variety of levels. S/he will need to be able to analyze and resolve situations as they arise on a variety of subjects ranging from programming decisions to issues related to government and donor relations.

FREEDOM TO ACT
The Dir. PQD decisions are prime in terms of the daily functioning and operation of the Department in planning, managing, coordinating the works of the department. Her/his decisions are contributory in terms of the CO’s long-term development focus and organizational policies and procedures.
Being a member of the SLT, the Dir. PQD is a key decision maker.

The Dir. PQD is authorized to sign checks as per the authority limit given to the position
CONTACTS/KEY RELATIONSHIPS
The incumbent is expected to collaborate with all CARE Ethiopia counterparts, GOs and NGOs. She/he is also expected to work in close collaboration with CARE’s sub-office, field office and HO staff.
WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED.
The incumbent is based in Addis Ababa with frequent travel to Field Offices.
