The post holder will report to the Program Area Manager. The post holder is responsible for project planning, overseeing implementation and monitoring while ensuring quality project delivery of the overall emergency livelihood assonance project activities including interventions among host communities. She/he ensures integration as well as smooth teamwork within and across other county programs at the Program Area level. Key components of the position also include representing PIE in different networking meeting with GO and NGOs at zonal and woreda level and strengthening partnerships and mainstreaming of child centred community development
Accountabilities

Project planning, implementation, monitoring and reporting
· Provide technical support into the project planning, implementation, monitoring and evaluation; assess the outputs, outcomes and impact of project interventions and activities in the implementation area.
· In consultation and collaboration with PIE project focal person and CO technical person Prepare joint monitoring plan and act accordingly.
· Coordinate and lead the establishment of beneficiary targeting committee in each intervention woreda in consultation with relevant PlE staff and appropriate woreda stakeholders.
· Conduct sensitization of the project objectives and expected results to concerned government stakeholders at all levels (Zone, woreda and kebele level)
· Coordinate and lead mobilization , registration and verification of beneficiaries
· Facilitate the necessary field work to monitor and supervise beneficiary selection process in collaboration with woreda and kebele food security task force.
· In collaboration with woreda task force manage and resolve different apples arise from beneficiaries to ensure transparency and accountability
· In collaboration with woreda agriculture office and project CDFs facilitate and organize training for kebele development workers or extension workers
· Coordinate and lead the transportation of inputs from woreda center to each distribution sites
· Conduct frequent monitoring of project beneficiaries.
· Work closely with the project focal person, CDFs and the program area support staffs particularly with the logistic, finance and HR.
· Develop project data collection tools and reporting formats and follow up on the appropriate usage of the tools.
· Ensure beneficiary participation, accountability and protection in designing and implementing project interventions.
· Lead and participate in project assessments and studies.
· Participate in field visits of donor, government, FAO and PA and CO staff, etc.
· Follow up and support CDFs on timely distribution of seeds for the intended beneficiaries.
· Conduct regular monitoring visits to projects sites and submit field trip reports and provide immediate verbal and prompt written feedback to relevant PIE and government staffs.
· Ensure M&E and learning in close collaboration with the PA M&E team.
· Ensure quality and timely reporting and documenting of project activities including preparation of monthly/quarterly project progress reports.
· Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
Educational Qualification and Experience
· Demonstrated experiences in the management of livelihood and food security (planning, implementing, monitoring, supervision and evaluation) projects.
· Knowledge of development issues, trends, challenges and opportunities and implications to community development.
· Knowledge of effective participatory Monitoring, Evaluation and Research systems and processes
