Scope of work to develop and implement interoperability solutions
Background
Ethiopia has been making progresses toward maturing its Health Information System (HIS). The Ministry of Health (MOH) developed various national eHealth applications to meet specific needs, including Electronic Health Management Information System (eHMIS), Electronic Community Health Information System (eCHIS), Master Facility Registry (MFR), etc. There is also work underway to develop additional HIS capabilities across all levels of the health system.
Even though the eHealth services and applications were delivering promising results in helping achieve the health sector vision, these eHealth initiatives were characterized as fragmented, with identified duplicated efforts, insufficient enabling environments to support health data exchange between HISs.
Recognizing these challenges, this Scope of Work (SOW) will particularly focus on developing a software solution that supports the implementation and scaling up of selected health data exchange use cases without compromising the objectives of each sub-system. For this work, DUP planned to hire a consultant that have expertise and understanding of the Ethiopia Health Information System (HIS).
The consultant’s task
The consultant works closely with DUP and MoH to undertake software developments in order to deliver interoperability solutions while remaining aligned with the eHealth Architecture. The Software Developer will primarily focus on:

This consultancy work is expected to take a total of 40 working days’ level of effort with estimated timeline from December 13, 2021 – February 12, 2022.
