Background:
Regional Emergency Nutrition Coordination Units (R-ENCU) were established in five regions (Amhara is one of them) managed by Two technical staff: one Nutrition Officer (NO) and one Information Analyst. The Nutrition Officer (NO) is responsible for building the capacity among partners for nutrition situation monitoring including capacity in nutrition surveys and routine monitoring. He / She will also participate in regional structures and forms to advocate the use of nutrition information particularly for early warning and disaster preparedness and mitigation.
Justification
The need for this human resource intervention among others includes:
Building the technical capacity of the RDRM /DPFSB /EWCP and partners for emergency nutrition situation monitoring , mapping, and analyzing IDPs both response and gaps, conduct rapid assessment, nutrition assessment and information management and maintaining data quality; establishing and implementing quality assurance systems for nutrition information and nutrition surveys; strengthening the use of routine nutrition data (Routine Vit-A, Deworming/TFP/CBN , flagship stop stunting information, assist multisectoral effort in the region), nutrition survey data and other contextual data for nutrition surveillance and to enhance the linkages between the Early Warning System and the Nutrition Information System. All the above inputs, which would be delivered by the NO could highly support the RDPPC/EWCP, mapping 5Ws: and ultimately contributing for the fulfillment of the objectives of the Country Programme Action Plan (CPAP). This Regional Nutrition Officer - Technical Assistance post is included in the multi-year (EFY 2014-2015) AWPs of Nutrition Coordination and information System (NCIS) Component.

Key duties and responsibilities
Working as part of the Regional ENCU Team with Federal ENCU and UNICEF AAPSO Team level:
Support and build regional capacity for bi-annual nutrition survey assessment, rapid Nutrition assessment in IDP set -up, and hotspot areas including field management, data management, data analysis and report writing
Capacity strengthening for emergency nutrition management at Regional, Zonal and Woreda level:
Undertake a capacity assessment in collaboration with relevant authorities and NGOs on training and other capacity strengthening needs in the area of nutrition assessment, nutrition information management, situation monitoring and quality assurance; Based on the capacity assessment, develop a strategy and implementation plan and tracking tools for capacity strengthening;
Develop and implement appropriate training programs and identify key partners to carry out specific technical training programs and share training database on monthly base.
Implement and support (thorough regular field monitoring, support supervision, training, a system of checks etc.) a system for improving the quality of nutrition information. This includes monitoring and quality assurance of nutrition surveys, Vit-A Data & Nutrition screening, nutrition situation reporting. And TFP/CBN as needed. Ensures that new nutrition surveys and Routine Vit A & nutritional screening data are technically reviewed, commented upon and disseminated in a timely manner. Trigger immediate validation screening or surveys where Routine screening data are considered abnormal.
Working through regional structures (RHB, DPFSB etc.), advocate for the use of nutrition surveys and routine nutrition data for decision-making at regional and Woreda level.
Alongside other RENCU colleagues, assist in strengthening nutrition information flows through supporting and contributing to the preparation of dissemination of emergency nutrition information products (weekly situation analysis, mapping, programme monitoring etc.) and through establishing clear linkages between the nutrition information and the early warning system.
Represent ENCU/EWD at relevant nutrition forum at regional level as well as federal level as required.
Maintain regular communication and share relevant information on regional nutrition issues to Federal ENCU, including monthly progress report.
Conduct weekly/biweekly Health and Nutrition cluster meeting, share timely consolidated minute, and develop action points tracker and share the reminder for implementation
Methodology
The TA will be stationed in the Amhara National Regional State Disaster Preparedness and Food Security Bureau (DPFSB) supervised by Early Warning Core Process Owner; and closely working with other TAs/RENCU Team (Data Analyst and NIS Expert), closely working with FENCU; and consult UNICEF AAPSO Focal on technical issues related nutrition and EW activities going on in the region
The tasks of the NO should also link up with concerned Regional Government Bureaus/Offices/Agencies more specifically with sectors of health, water and food security; and with various NGOs operating in the region in the areas of the same.
The scope of work of this post (Nutrition Officer - NO) among others will include; Capacity strengthening thorough training and, on the job, technical support; ensuring quality of data through frequent monitoring; sharing of nutrition information with stake holders at regional level and ENCU at federal level on monthly basis or whenever required; attend/facilitate regional H&NTF /MANTF Meetings.
Frequent travel throughout the region is mandatory for the NO.

Nutrition survey and rapid assessment completed report in specified time as per ENCU specifications.
A final report on achievement, constraints and recommendations for a sustainable capacity for coordination of emergency nutrition in the assigned region
Facilitate the Monthly Early warning bulletin preparation.
Prepare appeal document for change of context and alert government, partners working in the region
Reporting

Administration
Nutrition officer will be based in EW Unit/DPPD of the concerned region and will spend some of his time in the field for data collection and quality control of Nutrition Information
Nutrition will report to the Head of EW Unit/DPPB and to the ENCU Coordinator of Federal Level/ UNICEF Regional Nutrition
