About the Country Program in Ethiopia
Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience. Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research, and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, and others.
I. Summary of position
The program manager will be responsible for the implementation, improvement and monitoring of the Protection and gender program and the team supervision in the refugee camp and host community setting. In addition, they will be responsible for analysis, monitoring & reporting of psychosocial and care practices needs and activities. They will work closely with the other program managers (especially with Nutrition) to deliver the contracted services in the nominated Gambella refugee camp(s) and host community settings.
The Protection and Gender Programme Manager role’s purpose, engagement and delivery is:
§ Purpose (The substantive focus of the job encompassing scope, depth and difficulty of work both conceptual and applied)
Objective 1: Implementation and monitoring of all Protection and Gender activities within the host community
Activities:
• Ensure monitoring of the operational quality, effectiveness and access of the program to meet beneficiary needs and indicators.
• Ensure that service provision and follow up of beneficiaries is adequate.
• Monitor measure and if needed propose and implement improvements on the psychosocial activities based on the context.
• Ensure that the mental health and care practices are well integrated within the ACF interventions, particularly with nutrition.
• Collect and ensure the quality of data on mental health, psychosocial and care practices issues in the different sites and to strengthen our analysis and comprehension of the refugees.
•Contribute in the development of mental health and care practices intervention strategy.
Objective 2: Management of the project team
Activities:
• Recruit Protection and Gender team
• Ensure initial and on-going training of Protection and Gender staff on Protection and Gender activities and on ACF approach and standards.
• Assure weekly group clinical supervision and regular practical support in the field.
• Participate in the development of job descriptions and organizational charts for the team.
• Strengthen good team cohesion through the organization of internal communications for the Protection and Gender team: work meetings, coordination meetings, training/ workshops.
• Anticipate and manage, in collaboration with the HR, any potential conflicts internal to the team through mediation, communication, assessment, individual interviews, or any other method appropriate to the situation
Objective 3: Logistics and administrative management for the program
Activities:
• Prepare the purchase request for required items and submit them to the logistics department.
• Ensure that the list of needs is in line with the program budget(s).
• Ensure, with logistics, the weekly programming, daily if necessary, of all of the logistics resources for the program (vehicles, items etc.)
• Responsible for inventory management and "quality control" of inputs (equipment for the BFS, etc...), in collaboration with logistics.
Objective 4: Strictly respect confidentiality:
Activities:
• Ensure that confidentiality of data, property of project beneficiaries and of ACF is strictly respected.
• Respect confidentiality of clinical interviews apart from dealings with the psychologists in charge.
§ Engagement: (The focus of interaction both internally and externally needed to deliver a service seek collaboration and build effective partnerships)
Objective 5: Coordination
Activities:
• Participate in various organized meetings, briefings on the operation of the base and the ACF mission, relations with support services (log/admin), etc.
• Coordinate activities closely with the nutrition team with the various actors present in the field/camp (e.g. health facilities, NGOs)
• Communicate with management committees in the camps or areas identified for the smooth operation of activities.
• Represent ACF in meetings, visits and thematic forums related to mental health at field level (also Protection and GBV) as needed.
• Participate and share information with other program managers and Technical Support in technical meetings as well as general ACF meetings.
§ Delivery: (The focus on the execution of the work and the role on the team for supporting business/operational functions in terms of timeliness and quality)
Objective 6: Reports and capitalization of the project
Activities:
• Ensure timely submission of donor, monthly and situational programmatic reports as requested by the country office, HQ or the funding agency.
• Contribute in the capitalization of refugee and host projects
• Participate in the drafting of project proposals in collaboration with other managers and the Technical Support.
• Provide due support and/or participate in any external/internal mental health, nutrition or health related assessments within the camps and host communities. Responsible of Gender and Protection assessments analysis and writing.

The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.
Must be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.
