Failure of Deyr rains in Oct-Nov 2020 resulted in the current drought impacting 86% and 14% of areas in the Somali and Oromia Regions. Since January 2021, the drought's devastating effects have been reported in 80 woredas (out of 93 woredas) in the Somali Region. The recent subnational ICCG field mission in the Somali region's southern zones observed that the drought led to water shortage and livestock deterioration. While water is crucial to preserve lives, the milk of camel or cattle is essential for the survival of the pastoralist communities in these lowland areas.
Across the Somali Region 97 water supply systems, many of them strategic boreholes in remote locations became non-function due to increased pressure and overuse. In the context of the drought, the situation was further exacerbated in the Shabelle zone especially around Kelafo woreda from flooding resulting from rains in the highland and upstream areas affecting over 85,000 HHs and displacing over 24,000 HHs at the height of the crisis in May, 2021. Likewise, Sitti zone also faced additional humanitarian challenges due to conflict on the Afar-Somali border which has displaced over 10,000 HHs, many of which sought refuge in Meiso, Afdem and Erer
UNICEF with the funding from CERF has a plan to reach for over 100,000 people in 9 zones including 20 in the Somali Region; Afder zone (Godgod and Elkari); Dawa zone (Moyale and Mubarak); Doollo zone (Bokh and Warder); Erer zone (Hamaro); Fafan zone (Babile); Jarar zone (Gashamo); Liben zone (Filtu, Dekasuftu and Guradamole); Sitti zone (Meiso, Afdem and Aisha); and Shabelle zone (Mustahil, Kelafo, Adadle, Gode and Danan).
Hence, recruitment of emergency WASH monitor at zonal level is among the key steps to have local level WASH presence for better implementation, monitoring and reporting of emergency WASH responses.
Summary
Title: Somali Region Emergency WASH monitor for Ethiopia CERF SM210335: Provision of life-saving WASH Services to crisis
Purpose: In collaboration with the Regional Water Bureau (RWB) the Emergency WASH monitor is responsible to support the implementation, monitoring, and reporting of Water supply, Sanitation and Hygiene (WASH) activities in the target areas.
Location: CERF funded drought response project locations (20 woreda in 9 zones) in the Somali Region; Afder zone (Godgod and Elkari); Dawa zone (Moyale and Mubarak); Doollo zone (Bokh and Warder); Erer zone (Hamaro); Fafan zone (Babile); Jarar zone (Gashamo); Liben zone (Filtu, Dekasuftu and Guradamole); Sitti zone (Meiso, Afdem, and Aisha); and Shabelle zone (Mustahil, Kelafo, Adadle, Gode and Danan).
Note: Additional locations may be included based on actual needs. Therefore, UNICEF will deploy the Emergency WASH officer to any part of the region. So that, the monitor should note of the possibility of ad-hoc deployment to different locations. In addition, the monitor may be required to come to the UNICEF Field Office based in Jijiga.

Justification
Based on the experience from the field, frequent security problems in the region cause restrictions to the WASH staff to do frequent monitoring to the field to provide hands-on technical support to ensure timely and quality implementation which is complicated with increasing in COVID-19 cases in the region. it is justifiable to have a local level emergency WASH monitor who can closely support the implementation and report the status regularly to the field office as a result delay in project implementation and fault in the quality of works will be avoided.
This TOR is for Emergency WASH monitor post to cover for the above zones to monitor all day to day water supply, sanitation and hygiene works including water trucking and rehabilitation of water supply systems and ensures community (including women and girl’s) participation in project design, implementation, and management for better protection of women, girls, and children with special focus on GBV (gender-based violence) and PSEA (prevention of sexual exploitation and abuse).
The position also supports zonal and woreda water offices in establishing water management systems and capacity-building interventions as well as WASH cluster coordination. By doing these tasks the person can fill a critical human resource gap to meet the UNICEF project standards and accountabilities to the affected population at this point of COVID-19 crises and security restrictions in the region.
Specific Tasks
Key TASKS
Ensure effective delivery of day to day WASH interventions in flood-affected zones according to approved project plans;
Support implementation of water trucking ensuring that humanitarian standards are being observed;
Follow up rehabilitation and maintenance of water supply systems;
Ensure consistency and quality monitoring and reporting of activities (Sit Rep, 4W, weekly reporting updates);
Ensure correct UNICEF and donor project visibility is incorporated into the project;
Provide additional project documentation with photo and video documentation for use in project reports and social media;
Ensure GBV and PSEA mitigation measures are in place.
Specific tasks include:
Support and follow up construction, rehabilitation, and maintenance of water supply sanitation and hygiene facilities and report progress on a weekly basis and as required.
Conduct post-distribution water supply (water trucking) monitoring for WASH NFIs.
Ensure quality and -timely reporting and effective information sharing (with UNICEF Somali Region WASH team) including weekly CERF reports, sitrep, and monthly 4W matrix.
Support efforts to strengthen the capacity of the zonal and woreda authorities to appropriately respond to the emergency. Ensure all the responses meet the minimum requirements of humanitarian standards.
Flag urgent priority issues to UNICEF Somali Region WASH team (e.g. sudden mass displacement, drought, disease outbreak, flooding, discrepancies in the project outputs/quality, delays in implementation, etc.) and device strategy for the way forward.
Ensure adequate monitoring mechanisms both for water supply, sanitation and hygiene are in place to review the impact of the cluster working group and progress against implementation plans
Conduct periodic monitoring and observation on the WASH facilities utilization and facilities gaps to learning centers, child-friendly space, temporary health centers in the IDP sites and respond on spot for technical gaps and report on time for logistics gaps.
Other emergency WASH-related tasks, as assigned by UNICEF and pertinent to the emergency response activities including support chlorination of key water sources, information management, communication for development, monitoring of any construction activities and hygiene promotion activities.
Ensure GBV and PSEA mitigation measures are in place including briefing local authorities and project staff on GBV/PSEA and establishing/functionalizing community feedback mechanisms.
Ensure proper donor and implementing partner visibility in all activities especially infrastructure projects.
Support in producing at least two human interest stories along with UNICEF WASH Officers.
Support UNICEF WASH team in conducting programmatic assurance activities including programmatic visits to selected project sites.
Methodology
The emergency WASH monitor will support respective UNICEF Somali Region WASH Project Officers/Specialists and RWB and RHB to ensure the effective delivery of all WASH activities. The WASH officers will regularly liaise with relevant local authorities and travel to the field to monitor all WASH activities on the ground and the status of utilization of facilities and NFIs by end-users, to ensure the effective response of all WASH activities to end-user beneficiaries in the affected districts. The emergency WASH officer will share all relevant information with zonal counterparts as well as with the UNICEF Somali Region WASH team in Jijiga.

Reporting
The Emergency WASH monitor will be supervised by UNICEF’s Somali Region WASH Specialist. The monitor will work closely with WASH Cluster focal organizations in the zone and reporting results to the WASH Cluster.

Education
Completion of BSc. in WASH-related disciplines like engineering, environmental health, public health, and related fields.
Competency Profile
Five year+ experience in humanitarian WASH response national level.
Previous experience of emergency WASH projects monitoring at national level;
Understanding of WASH sector and cluster approach;
Fluency in English and Somali is mandatory (spoken, writing, and listening);
Knowledge of MS Excel;
Proven technical expertise for managing data capture and storage;
Strong interpersonal, management, coordination, and negotiating skills;

General Conditions
• The emergency WASH monitor will work from the Regional Water Bureau Office in Jijiga, Somali Region (the duty station) and will frequently travel to the project sites in Sitti, Fafan, Jarar, Dollo, Korahey, Liben, After and Dawa zones, and other required places in discussion with the Somali WASH team. He/she will be entitled to DSA at the appropriate rate while only away from his/her duty station according to approved missions. No DSA is paid while in the duty station.
• The emergency WASH officer will have access to UNICEF transport (rental vehicles).
• Payment will be made on monthly basis upon completion and submission of the monthly report. The report must be approved by Somali Region WASH Specialist/OIC.
