Background:
Ethiopia maintains an open-door policy to forcibly displaced persons fleeing conflicts and climate related conditions in their countries of origin, offering humanitarian assistance and protection to those seeking refuge. The country is currently hosting over 900,000 refugees mainly from the neighboring countries i.e. Eritrea, Kenya, Somalia, South Sudan, and Sudan. Some of these are in protracted situations, with very limited chances of return. In September 2016, The Government of Ethiopia pronounced itself at the New York Leader¿s Summit to advance the Global Compact on Refugees (GCR) through contributing towards design of durable solutions to mitigate pressures to host countries arising from forced displacement. In April 2019, Ethiopia also amended its Refugee Law to create a more enabling environment to facilitate transition of forcibly displaced persons (refugees, asylum-seekers, returnees) to self-reliance.
The Agency for Refugee and Returnee Affairs (ARRA) of the Government of Ethiopia and UNHCR, have outlined opportunities and partnerships that can be leveraged to advance Ethiopia¿s GCR Pledges. The joint Government -UNHCR partnership also recognizes the importance of alignment with the `Whole of Society Approach to make available resources to accomplish Ethiopia¿s pledges to the GCR. More notably, documenting progress, challenges and lessons learned will contribute to achieving these commitments. However, this requires adequate technical, institutional, and financial capacity to ensure that agreed interventions are executed in a timely manner to benefit the persons of concern and their host communities.
Overall Objective:
The Executive Office at the UNHCR Representation in Ethiopia seeks to obtain technical support to strengthen its focus on generating evidences to facilitate advancement of Ethiopia¿s GCR Pledges. Information (evidence) is critical in justifying refugee inclusion initiatives and especially the need for resources to execute the GCR commitments. More so, the Multi-Year Plan (MYP) recently developed by Government and UNHCR emphasizes the need for baselines and data in advancing refugee inclusion and ensuring participation in this agenda by strategic partners. In April 2019, a Joint Data Centre (JDC) was commissioned in Copenhagen, Denmark mainly to enhance the ability of stakeholders to make timely and evidence-informed decisions that can improve the lives of forcibly displaced persons. UNHCR¿s Representation in Ethiopia will be working with the JDC to generate demand-driven evidences to facilitate strategic partnership in advancing the GCR pledges.
The overall objective of the Data Analyst is to support the Executive Office in improving the existing data to accommodate the new approach, which focuses on long-term solutions to ensuring refugee inclusion. UNHCR in Ethiopia requires relevant, timely, and accurate information to develop an evidence-based information hub that will serve the data needs of Strategic Partners and Joint Initiatives targeting refugee inclusion in Ethiopia.
