Purpose: In collaboration with the Regional Water Resources Development Bureau (RWB) and Regional Health, Emergency WASH, monitor is responsible to support implementation on monitoring and reporting of water supply, sanitation and hygiene activities in the target areas.
Location: All woredas in Tigray as required.
Duty station will be in Shire.

Background
The security situation in the Tigray region continues to be unstable since the clash erupted in November 2020 between the Tigray People's Liberation Front (TPLF) and the Ethiopian National
Difence force (ENDF). There are reports of periodic fighting continues in most parts of Tigray region and some rural areas remain highly insecure. Currently the humanitarian partners continue
intervening the responses in the location access is possible. Based on the recent assessment reports, water supply services are interrupted in most locations as a result of damaged pipelines, water storages including reservoirs, looted and damaged electromechanical equipment of water supply like generator, pumps and switch boards, generator houses etc. In addition, the capacity of government is heavily collapsed-no functional government structures at Woreda and kebele levels.
Considering the interruption of basic social services, humanitarian situation on the ground is deteriorating. With this it is evident that there is a need to scale up interventions in areas WASH and health care services.
In order to scale up WASH humanitarian response in the region UNICEF has engaged with main humanitarian actors who are operational in different zones of Tigray region namely; Ethiopian red cross society/ERGS , Plan international, CRS, IRC, AAH , Concern, MSF Spain and MSF Holland, in addition to the works supported through regional water and health bureaus. The main intervention areas of UNICEF include provision of emergency water supply through water trucks , distribution of WASH NFls, latrine construction and rehabilitation of damaged water supply schemes.
Hence, recruitment of emergency WASH monitor at zonal level is among the key steps to have local level WASH presence for better implementation , monitoring and reporting of emergency WASH responses across the region.
Justification
Based on the recent experience from field, security problems in the region causes restrictions to the WASH staff to do frequent monitoring to the field to provide hands on technical support to
ensure timely and quality implementation . As a result, it is justifiable to have local level emergency WASH monitor who can closely support the implementation and report the status regularly to the field office as a result delay in project implementation and fault in quality of works will be avoided .
This TOR is for Emergency WASH monitor post to cover all zone of Tigray region to monitor all day to day water supply , sanitation and hygiene works including distribution of WASH NFI and ensure community/women and girl's participation in project design , implementation and management for better protection of women, girls and children with special focus on GBV and PSEA.
The position also supports zonal and woreda water office including water supply utilities in establishing water management systems and capacity building interventions as well as WASH cluster coordination. By doing these tasks the person can fill a critical human resource gap to meet the UNICEF project standards and accountabilities to affected population at this point of COVID- 19 crises and security restrictions in the region.
Key TASKS
In collaboration with partners, establish, activate and strengthening WASH cluster coordination at towns and woredas where huge IDPs are present.
Ensure effective delivery of day to day emergency WASH interventions
Conduct and report on End user monitoring of WASH supplies. Ensure WASH supplies are delivered to right beneficiaries as per the plan
Follow up rehabilitation and maintenance of water supply , construction of semi-permanent latrines, installation of group hand washing stations and hygiene promotion interventions.
Ensure consistent and quality monitoring and reporting of activities (Sit Rep, 4W, water supply works status update
sure new and rehabilitated water supply, sanitation and hygiene facilities including hygiene promotion activities are captured in the 4W and consistent with the narrative biweekly and monthly reports.
Monitor water trucking activities in collaboration with the government and PCA partners.
Ensure GBV and PSEA mitigation measures are in place
Specific tasks include:
Facilitate and ensure timely delivery and effective utilization of WASH NFls (Non-Food Items) including water treatment chemicals distributed in the target areas to end user level and regularly identify and report gaps.
Ensure quality and -timely reporting and effective information sharing (with UNICEF Tigray WASH team) including biweekly sitrp and monthly 4W matrix.
Support efforts to strengthen the capacity of the zonal and woreda authorities to appropriately respond to the emergency . Ensure all the responses meet minimum requirements of standards .
Flag urgent priority issues to UNICEF Tigray WASH team (e.g. sudden mass displacement , drought, disease outbreak (Ex. cholera), Flooding, etc.) and devise strategy for way forward.
Ensure adequate monitoring mechanisms both for water supply , sanitation and hygiene are in place to review impact of the cluster working group and progress against implementation plans
Conduct periodic monitoring and observation on the WASH facilities utilization and facilities gaps to learning centers, child friendly space, temporary health centers in the IDP sites and respond on spot for technical gaps and report on time for logistics gaps.
Other emergency WASH related tasks, as assigned by UNICEF and pertinent to the
emergency response action including support chlorination of key water sources , information management, communication for development , monitoring of any construction activities and hygiene promotion activities
Ensure GBV and PSEA mitigation measures are in place
Methodology The emergency WASH monitor will support respective UNICEF Tigray WASH Project Officers/ Specialist and RWBs and RHB to ensure the effective delivery of all WASH activities. The WASH officers will regularly liaise with relevant local authorities and travel to the field to monitor all WASH activities on the ground and the status of utilization of facilities and NFls by end users, to ensure the effective response of all WASH activities to end user beneficiaries in the affected districts . The zonal emergency WASH monitor will share all relevant information with WASH partners as well as with UNICEF Tigray WASH team in Mekelle.
Expected Deliverables
1. Monthly reports and updated work plans at 1st week of every month to WASH specialist in Mekelle FO
2. Weekly wash response and key gaps update through email or text to the wash specialist
in Mekelle FO.
3. Submit completed construction and rehabilitation of WASH facilities, Hygiene promotion sessions and people reached) monthly 4W matrix for UNICEF Tigray WASH team and
Regional WASH Information Management Officer
4. Monthly spot check reports on actual usage of distributed items and construction progress
5. Support liquidation of finance released to zones and woredas and report to the field office
6. Submit end of contract report at conclusion of last month's assignment
Reporting
The Emergency WASH monitor will be supervised by UNICEF's Tigray WASH specialist , with
technical input from emergency PO in the section.
The monitor will work closely with WASH Cluster focal organizations in the zone and reporting results to WASH Cluster.
Job Requirement
Expected Background and Minimum Experience
Education
Completion of BSc. in WASH disciplines like engineering , Environmental Health, Public Health
and related fields .
Competency Profile
Five year+ experience in humanitarian WASH response ;
Previous experience of emergency WASH projects monitoring ;
Understanding of WASH sector and cluster approach ;
Fluency in English is mandatory ; and Tigrigna (spoken, writing and listening) is an asset.
Knowledge of MS Excel;
Proven technical expertise for managing data capture and storage;
Strong interpersonal , management , coordination and negotiating skills ;
Strong planning and organizational skills ;
Ability to meet deadlines ;
Ability to work independently and with a team;
General Conditions
The emergency WASH monitor will work from the zonal/town/woreda water office in Shire (duty station) and will travel to required places within and outside the zone. He/she will be entitled to DSA at the appropriate rate while only away from his/her duty station. No DSA in the duty station .
The emergency WASH officer will have access to UNICEF transport (rental vehicles).
Payment will be made on monthly basis upon completion and submission of satisfactory monthly report show ing satisfactory performance . The report must be approved by Tigray FO WASH PO I Specialist.
