About the Country Program in Ethiopia
Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience.
Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research, and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, and others.
Summary of position
The Roving Protection and Gender Program Manager will be responsible for ensuring the successful delivery of our field protection programs through providing field-based support to the Protection Managers. Support will be a combination of management/operational support, and technical as required.
You will be required to work in a number of our emergency operational areas, rotating between our field bases, particularly West Wollega, Borena and Somali regions, but may be requested to support other operational areas too.
This position will report to the Protection technical advisors in Addis, and require regular progress reports, gaps and needs assessments to ensure each program is successfully implemented. You will be required to provide capacity building to these managers, including management and project management skills to increase the skills of our managers.
1. Purpose (The substantive focus of the job encompassing scope, depth and difficulty of work both conceptual and applied)
· Understand and follow the logistics procedures enabling the project implementation (purchase requests follow-up with logistics team, support in movement plan, ensure staff are trained in security SoP’s)
· Understand the purchase request (PL’s) for required items and support managers to submit them to the logistics department, assisting with any delays or issues
· Support managers to ensure that the list of needs is in line with the program budget(s).
· Support manager to ensure, with logistics, the weekly programming, daily if necessary, of all of the logistics resources for the program (vehicles, items etc.)
· Monitor and support manager to be responsible for inventory management and "quality control" of inputs (e.g. equipment such as dignity kits and IEC material), in collaboration with logistics and the FC.
2. Engagement: (The focus of interaction both internally and externally needed to deliver a service seek collaboration and build effective partnerships)
· Attend as needed any cluster meetings and advocate for the protection, gender, and MHPSS need of beneficiaries
· Support the assessment, monitoring, and auditing of mainstreaming activities at a base level
· Support the managers to provide adequate staff support, supervision, and guidance including regular group clinical supervision, reflective practice, and field support
· Work closely and cooperatively with other departments to ensure effective and efficient delivery of program activities
· Ensure that activities are recorded and activity reports are compiled and submitted by the agreed deadline and are of high quality.
3. Delivery: (The focus on the execution of the work and the role on the team for supporting business/operational functions in terms of timeliness and quality)
· Support the Protection, Gender and MHPSS department field managers and deputy managers to deliver their programs within the specified time-frame and budget.
· Visit each location regularly (as directed by the technical advisors/agreed action plan) to ensure managers have the support necessary
· Identify any learning gaps/needs and support as necessary, including raising this with the capital office for solution
· Ensure that key areas of work are supported and completed on time, specifically program activity reports (APRs), procurements (purchasing requirements), budget reporting (including budget forecasting) and general report writing.
· Deliver formal and on-the-job training and coaching as agreed with the technical advisors – based on the identified needs
· Support with special program activities that require additional assistance (such as helping with assessments)
· Support managers to advocate for needs with other departments to achieve program outcomes by working closely and cooperatively to ensure effective and efficient delivery.
· Support managers with any general technical and staff support
· Assist in coordination and communication with other agencies and government services to aid the program deliverable

IV. Fiscal Responsibility
· Ensure timely budget utilization of health and nutrition programs and project activities in liaison with base level finance colleagues and line manager etc. to ensure budget expenditure is in line with program/ project objectives, timeframe, within project tolerance level.
· Provide regular follow and support to health and nutrition staff, including nutrition and health supervisors and officers on ways to efficiently and timely utilize project resources, including project committed budget while ensuring the quality of expected deliverables.
V. Physical Demands
· While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

VI. Working Conditions, Travel and Environment
· The duties of the job require regular job attendance at least five days per week in Action Against Hunger Operational areas. Must be available to work outside normal office hours or on the weekends as required.
· Must be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in the field, the employee may be exposed to precarious settings under high-security risks and/or very basic living conditions and outside weather conditions, as well as infectious diseases.
I. Required Qualifications and Professional Experience
• University Master and or BA degree in social sciences, psychology, law, social work, health, international development, or another relevant field from a recognized institution.
• Minimum of 3+ years of experience working in protection for government or humanitarian agencies with IDPs, refugees, or crisis-affected communities
• Excellent understanding of protection principles, human rights, and case management
• Excellent communication skills including the ability to gain trust and build relationships with new communities
• Previous humanitarian experience preferred
• Good understanding of humanitarian principles
• Experience in regular report writing
