TERMS OF REFERENCE (TOR)
Consultancy Service for Physical Accessibility Audit, Preparation of Architectural Design and Bill of Quantities
1. BACKGROUND
Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Organization established in 2005 and reregistered by Agency for Civil Society Organizations as Ethiopian Development Organization with a Certificate № 0321 under the Proclamation № 1113/2019. ECDD is working with other organizations to promote and facilitate the inclusion of persons with disabilities and disability issues in mainstream service delivery and development programs envisioning an Inclusive Ethiopia where persons with disabilities exercise the same rights and have access to the same services and opportunities enjoyed by other citizens.
ECDD is currently implementing a project entitled “Disability Rights for an Increased Voice and Empowerment (DRIVE)” funded by the European Union - Civil Society Fund III, and Light for the World International with the overall objective of improving the quality of life of persons with disabilities through promotion of disability rights and inclusion. One of the planned activities in this project is undertaking physical accessibility audit, and preparation of Architectural Design, and Bill of Quantities of 24 institutions (10 Health Centers, 8 Primary Schools, and 6 TVETs) located in Hawassa, Wolayta Sodo, Arbaminch, Debremarkos, Gondar, and Bahir Dar Towns. Therefore, ECDD is now seeking a consultancy firm/individual with the expertise and experience of conducting physical accessibility audit, and preparation of Architectural Design, and Bill of Quantities.
2. OBJECTIVES
· The main objective of the consultancy service is conducting physical accessibility audits and preparation of architectural designs and bill of quantities for the prioritized infrastructures. The access audit is meant to assess whether the target institutions, office and workplaces - its interior as well as exterior facilities – and its services are accessible for persons who have physical, seeing, intellectual or hearing impairments, and persons using mobility aids such as wheelchairs, crutches or white canes.
· Baed on the idnetified priorities of target institutions to develop archtectural design and bill of quanities for future acessibility modification works at the target institutions.
3. SCOPE OF WORK
· Conduct physical accessibility audit of 24 institutions at project target towns which are listed in the above paragraph. A list of the schools, health centers and TVET colleges and their locations is available from the ECDD Office.
· Based on the accessibility audit findings jointly identify prioritized ramp, door, walk way or similar facilities for accessibility modifications.
· Develop Architectural Design, and provide Bill of Quantities for each institution.
· Submit the price and design of each institution separately.
· Compile the entire audit report with clear divisions of cover page, introductory part, table of contents, summary of findings as well as recommendations and conclusions.
· Submit the soft copy of the first draft physical accessibility audit report, design and bill of quantities to the ECDD for feedback.
· Collect and incorporate all comments and recommendations from ECDD and produce the final edited report.
· Submit the final compiled audit report, architectural design and bill of quantities (in hard and soft copies) as per the agreed work specifications WHERE final compiled audit report, architectural design and bill of quantities will be in two separate docements:
1. final compiled audit report, and
2. architectural design and bill of quantities
· Improving physical accessibility for persons with disabilities, especially wheelchair-users, in schools, health centers and TVET institutions requires:
o Building entrances with steps must also have ramp access, with gradient not steeper than 1:10, and equipped with hand rails on both sides;
o Entrance doorways to classrooms and other major facilities must permit passage of a wheelchair, minimum 80cm wide when open;
o Walkways to and between buildings must be firm and slip-resistant in wet weather;
o Toilet blocs/rooms with steps must also have ramp access, with gradient not steeper than 1:10, and equipped with hand rails on both sides;
o Toilets, one each for male and female, or one separate designated accessible toilet, must have entrances that permit passage of a wheelchair, minimum 80cm wide when open;
o Toilet stall/room must have minimum space of 1.5meters x 1.5meters to facilitate maneuvering of a wheelchair;
o Accessible toilets must have seat-type toilet with grab rails fitted in the appropriate positions to facilitate use of the toilets;
o Hand wash facilities, at an appropriate height, must be located near the toilets.
1. SELECTION PROCEDURE AND REQUIREMENTS
· Selection of consulting firms/individuals will be based on technical competency including but not limited to expertise and experience in the area of conducting physical accessibility audit, architectural design development and understanding of accessibility audit standards.
· Realistic and feasible financial proposal will also determine successes outcomes of the consultancy offer.
2. ELIGIBILITY CRITERIA FOR APPLICANTS
Interested firms or individuals are required to submit the following documents:
· Technical and detailed financial proposal for each target institutions;
· A Taxpayer Registration Number (TIN) identification card for individuals, and/or a currently renewed Business License and Registration of Value Added Tax (VAT) Certificate for firms;
· Supporting documents of prior expertise and experience in the field.
TIME FRAME
1. The first draft of the report shall be submitted to ECDD within 45 calendar days after the signing of the agreement;
2. The final work shall be delivered to ECDD in hard and soft copies not later than 10 calendar days after receipt of comments on the first draft from ECDD.
MODE OF PAYMENT
1. First installment of 20% of the total agreed fee upon the signing of the agreement;
2. Second installment of 20% upon submission of the final accessibility audit report and agreement on prioritized infrastructures/facilities for preparation of architectural design and bill of quantities;
3. Final installment i.e. the 60% after submission of architectural design and bill of quantities and when accepted by ECDD.
