<ol><li>Background and Context</li></ol>Over the past years, John Snow Research &amp; Training Institute, Inc. (JSI) has provided technical assistance to Ethiopia's Ministry of Health (MoH) to strengthen the national and sub-national immunization systems, with a focus on identifying and reaching zero-dose and under-immunized children, reaching more eligible populations with life course vaccines especially in hard-to-reach populations and introduction of new vaccines. MoH identified a need for ongoing technical assistance at the national level to support new vaccine introduction, provision of vaccines administered in the second year of life and beyond including integration, and reduce the number of zero doses and under-immunized children through the delivery of integrated services to improve efficiency, regularity and/or reliability of planned immunization activities and reduce gender-based barriers to utilization of immunization services.&nbsp;With funding from Gavi TCA, JSI will continue to provide Technical Assistance to the Ministry of Health (MoH) on delivering vaccines through an integrated routine immunization to reduce zero dose and under-immunized children, strengthen second-year of life vaccinations, and support new vaccine introduction as well as overall strengthening of routine immunization service delivery.&nbsp;JSI is, therefore, looking to hire an Immunization Advisor to support the ministry in new vaccine introductions based at the&nbsp;Ministry of Health. The person will be seconded to Immunization service desk at MoH to provide the technical assistance.&nbsp;2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Overall responsibilities of the position:The immunization advisor will be responsible to provide technical assistance (TA) to the MoH/ISD on issues related with new vaccine introductions and switches that the ministry has introduced recently and those to be introduced soon such as: yellow fever, malaria, HepB birth dose, IPV2, HPV, rotasiil, etc. The support includes preparation of introduction plan, coordinating guidelines developments, monitoring progress of recently introduced vaccines, and documentation of lessons&nbsp;sustain and improve the coverage of newly introduced/planned to be introduced vaccines. Additionally, the person will provide technical support to the ministry in overall routine immunization strengthening activities.3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Specific responsibilitiesThe Immunization Advisor for NVI will be responsible to:<ul><li>Provide technical expertise and guidance to the National Immunization TWGs and ISD in the design, implementation, and monitoring of newly introduced/ planned to be introduced vaccines&nbsp;</li><li>Support the development and execution of vaccine introduction plans at the national level including Gavi and other donors’ application&nbsp;</li><li>Supports the development and implementation of strategies and activities within the NIS (National Immunization Strategy) including an annual ISD plan for strengthening service delivery and new vaccine introduction</li><li>Provide support MOH/ISD and the TWGs on the revision of&nbsp;M &amp; E tools (recording and reporting) to include newly introduced vaccines</li><li>Contribute to the documentation and dissemination of lessons learned, best practices, and success stories directly related to new vaccine introduction&nbsp;</li><li>Provide TA to sustain and improve the coverage of HPV vaccination</li><li>Support coordination at MOH, planning, preparation and implementation of HPV MAC campaign</li><li>Support regions to identify and capture out-of-school girls and missed girls due to conflicts including identifying key platforms that can be leveraged and the required partnerships to ensure consistent reach approaches.&nbsp;</li><li>Support the&nbsp;development of micro plans at all levels and aggregation at the&nbsp;national level to ensure adequate resources.&nbsp;</li><li>Support MoH led initiatives such as big-catch-up, data triangulation, supportive supervisions, trainings, review meetings, etc&nbsp;</li><li>Conduct coaching and mentorship, training, and joint supportive supervision to build the capacity for the regional and national EPI teams</li><li>Develop and/or adapt evidence-based training materials, job aids, curricula, supervisory systems, coaching, and mentorship guidelines needed for the&nbsp;implementation of immunization services</li><li>Provide support and contribute towards the JSI, donor and MOH guidance on technical issues, and participate in relevant advisory or technical working groups.</li><li>Provide monthly progress updates on the project</li><li>Work with project director and home office backstop team to produce quality donor and local reports&nbsp;</li><li>Implement any other duties as assigned&nbsp;by the superiors.</li></ul>

Immunization Advisor

Background:&nbsp;With funding from Gavi, the Vaccine Alliance, JSI is supporting the Ministry of Health (MoH), RHBs and selected ZHDs on routine immunization and COVID-19 vaccination related activities in Ethiopia. This CDS3 project will provide critical technical assistance to national, regional and zonal levels of the health sector on COVID-19 vaccination and routine immunization delivery efforts with particular focus on provision of technical assistance (TA) on integration of COVID-19 vaccination into RI/PHC and reaching priority population for COVID-19 vaccination, support in liquidation of financial resources allocated to regions by MoH and supporting catch-up vaccination on RI.&nbsp;JSI is looking to hire an immunization expert to be based at MoH/immunization service desk and to support integration of COVID-19 vaccination into RI/PHC and strengthening routine immunization.&nbsp;Roles and ResponsibilitiesPurpose of the position:&nbsp;Provide strategic and day-to-day support to MoH-Ethiopia/immunization service desk on COVID-19 vaccination planning and coordination to improve coverage among the general target population, contribute to the integration of COVID-19 vaccination to routine immunization, on grant management and overall coordination of resources allocated for rolling out of COVID-19 vaccination in Ethiopia. Additionally, the position holder will provide technical assistance to MoH on routine immunization. The specific tasks include<ul><li>Strengthen the national task force and TWGs to support planning for service delivery, including linking with demand generation and communication, targeting (Microplanning), monitoring coverage among at-risk groups, and overall COVID-19 vaccination based on analysis of data from COVID-19 vaccination</li><li>Provide technical support to the functions of the national taskforces and TWG as setting agendas, meeting procedures and ensure that decisions and action points are being followed-up and implemented, participate in the meeting regularly and minute taking.</li><li>Support compilation and presentation of findings from supportive supervision, performance review meetings, and after-action reviews and work with MoH and partner counterparts to adjust service delivery, integration and other related program components</li><li>Working with MoH and partners to develop, revise and improve tools, materials and related reference materials to inform better program planning, management and integration – micro-planning, communication and demand generation, monitoring and reporting.</li><li>Support MoH to regularly monitor the progress of covid-19 vaccination, data analysis and use the evidence for planning</li><li>In collaboration with finance department within the ministry, develop regular update/report on the status of activities completed and budgets liquidated by each of RHBs and agencies and present it to decision makers within the ministry for their action</li><li>Conduct regular follow-up to MoH, RHBs and implementing partners on effective utilization and timely reporting of resources allocated for Covid-19 vaccination</li><li>Capture and share lesson learned and good practices that can potentially leverage the routine immunization and outbreak response practices</li><li>Identify potential COVID-19 vaccine and Routine Immunization delivery strategies leveraging both existing vaccination platforms and non-vaccination delivery approaches to best reach identified target groups.</li><li>Summit monthly and Quarterly report to the National MCH Director and immunization service desk&nbsp;</li><li>Submit weekly update, monthly report and input to donor reports for JSI</li><li>Perform other activity as required by the supervisors</li></ul>

The identified gaps of the current system focus on a range of components and processes that, if revised and supported for improved uptake and use, could improve coordination across all partners and document and track maintenance actions in support of evidence-driven decisions for longer-term planning for CCE procurement, installation, maintenance and management.&nbsp;SummaryThe Regional Advisor will work closely with one or more EPSS hub/branch teams that are responsible for cold chain at the regional and woreda/facility level to support process improvements, coordination, data use for the maintenance system, and to build and maintain capacity for maintenance technicians.
