Team purpose: Delivering Oxfam GB Programme in Siti Zone aiming to improve living conditions and resilience capacity of the most vulnerable women & men
Job Purpose: To ensure institutional learning and to lead on M&E, and related research activities with particular emphasis on dry land livelihood programme in Siti Zone, but also contributing to the wider Oxfam Ethiopia Programme.
Reporting Lines:
Potholder reports to: Programme Manage, Oxfam GB Siti Zone Technical coordination and liaison with Programme Quality Advisor, OGB Ethiopia

Key Responsibilities
Develop a programme Monitoring, Evaluation, Accountability & Learning (MEAL) framework with indicators for output, outcome and impact and, facilitate development of a strategy that informs effective programme delivery by relevant programme staff in Siti Zone, Ethiopia
Develop and implement comprehensive MEAL system for ongoing and future projects in line with agreed project proposals / LFAs
Lead and undertake baseline, mid-term, end evaluation and other need based reviews / evaluation of ongoing and future programme / projects
Assist team in developing project proposals
Assist team in preparing monthly, quarterly and other need based programme / project progress reports. Assist team in preparing donor reports
Document best practices with emphasis on the livelihood and WASH programme and facilitate reflection with relevant programme staff and partners to identify policies and practices that could be influenced through advocacy or programme implementation
Build capacity of staff and partners on M&E through formal and informal means
Develop and implement system for learning and linkages internal/external, with regional/global programmes/partners
Coordinate facilitation of learning between the different programmes and contribute to the refinement of the Siti Zone strategy / action plan as well as the Country Strategic Plan
In case of emergency response, undertake additional responsibilities related to respective functions
Ensure priority areas such as gender equality and HIV/AIDS mainstreaming are integrated into all Monitoring, Evaluation & Learning Mechanisms

Skills and Competence:

MA /BA/BSc Degree in Statistics Economics , Business Management or related fields preferable of a background Development studies / Research
Proven ability & experience in programme monitoring, evaluation, accountability & learning (MEAL) – Minimum 3 years preferably in Somali region of Ethiopia
Strong analytical and strategic thinking skills;
Excellent English writing skills
Fluent in Somali and English speaking
Commitment to overcome poverty and suffering;
Proven experience in gender analysis and integrating gender and HIV/AIDS into programmes
Desirable
Experience of working effectively within a big international agency ;
Research background
Good understanding of the sustainable livelihoods approach and related issues;
Prior experience training/accompanying/learning in the field.
Experience leading strategy development and implementation monitoring in collaboration with staff
Proven ability to synthesis and distil information from a variety of sources, to draw lessons from project documentation and to summaries complex information accurately and concisely;
