ROLE PURPOSE: To be the overall Programme Manager and Budget Holder for the Norwegian, Swedish, Finnish and Danish framework funds and related funding agreements which cross several sectors and field sites. The purpose of this role is to manage the overall funds, ensure effective implementation, monitor the activities, report against the progress, co-ordinate with the field, provide synergy with other programmes and to work closely with the donors to keep them informed of all progress. Be the focal point for donors and partners as well as SC Members funding these programmes.
KEY AREAS OF ACCOUNTABILITY:
Programme management
Line manage and co-ordinate all programme implementation, budgets, activities, resources and assets for projects under supervision with the regional teams, in close liaison with the relevant technical teams in Programme Development and Quality (PDQ) and with the relevant Programme Operations Directors (PODs) and their staff in the decentralised Area Hubs
Represent the programmes to donors, partners and stakeholders in Ethiopia, in particular focussing on close liaison with the relevant Embassies, donor offices, NGO partners and Government departments
Be the main focal point for the SC Members with regard to the programmes which they finance in Ethiopia
Review staffing structure and support for each project and facilitate solutions to fill gaps including any necessary recruitment.
Identify critical issues in the implementation of the framework funds and take the necessary actions to address problems and constraints
Prepare periodic reports on the implementation of project activities as per the requirements of SCI, regional MOUs and specific project donors
Draft and finalize all necessary government agreements.
Ensure that strategies for phasing out are taken care of during implementation; and project close outs are properly planned and executed
Facilitate and ensure the involvement of children as primary stakeholders in all project work
Closely work with the PDQ sector teams to assure implementation quality and thematic excellence; to ensure lessons learned from projects under supervision are fed into new business development opportunities; to mainstream/integrate cross cutting issues in projects under supervision and monitor them as relevant.
Serve as key Project Manager and Budget Holder for the overall framework funds and contribute to knowledge sharing as well as capacity building of other staff as relevant.
In consultation and coordination with the Communications and Campaigns team, develop and support the development of framework fund related communication materials and briefs as necessary
Support the decentralised project managers in the drafting of MOUs with the relevant regional partners, follow up on the review and revision processes, as well as finalization and signing.
Liaise with the relevant sector offices as it relates to the projects under supervision; represents the framework funds within the location as necessary and upon delegation
Lead project activity and budget revisions, prepare justification for request of amendments in keeping with donor regulations and procedures, closely working with the relevant award team to ensure timely action
Budget management
Ensure spending plans and detailed implementation plans are drafted for each sub-project of the programs. Follow up regularly with the field teams on spending and Detailed Implementation Plans (DIPs).

Manage budgets in co-ordination with the decentralised project managers, including phasing of budgets as per work plans, monthly review of spend reports, identification of errors and required actions to address same
Ensure effective and efficient utilization of project budget and other resources for intended purpose; follow up on budget utilization and project expenditure as needed
Ensure that partner finance planning and reports are in line with the project agreement and requirements from donors and governments; support partners as necessary to ensure proper financial management, utilization and reporting
Prepare donor reports, including review and verification of both narrative and financial reports from partner implemented projects and confirmation of accuracy and consistency between narrative and financial reports.
Facilitates communication and interaction between partners and the SCI Award Analysts; facilitates budget transfer to partners
Closely work with the Award Department to efficiently monitor and track burn rates, reporting and financial compliance issues
Monitoring, evaluation and quality assurance
Undertake situation analysis of the sector issues in the locations and establish baseline data for impact monitoring, as well as for use in for new business developments
In coordination with and support from relevant MEAL staff/ Sector Leads, design results based monitoring and evaluation process for projects under supervision
Monitor and systematically document project results
Monitor and systematically document implementation lessons, best practices and innovations for projects under supervision; and ensure that such information is fed into new business development.
Plan and facilitate regularly scheduled reviews of projects with partners and stakeholders
Facilitate mid-term, terminal and other review and evaluation of projects through participatory process
In coordination with MEAL staff, lead and coordinate the development of TORs and management of tasks, including quick assessments, formal surveys, evaluations, and documentations, for projects under supervision as required
Facilitate visits to donors, members and others as necessary
Partner management
In coordination and collaboration with the grants and compliance team, ensure that proper assessment of financial, procurement, and other relevant operations system are conducted for each partner and issues are identified (for subsequent capacity building and monitoring)
Closely work with partner organizations in the course of project planning and implementation
Conduct regular monitoring visits, support partners at the project sites and prepare reports for documentation and follow-up actions
Closely work with partners in the preparation of periodic and project completion reports
Support partners in preparing annual and quarterly project budgets and making budget revisions
In consultation with the Partnership Team, assess the capacity of partner organizations and develop capacity building plans to address the gaps; support the implementation of the plan and monitor and document changes.
Ensure that all relevant partnership documents are centrally maintained both in hard and electronic copies.
Job Requirement
QUALIFICATIONS AND EXPERIENCE REQUIRED
Master’s degree in a relevant professional area
Recommended a minimum of 7 years’ experience in a corporate or NGO environment managing budgets and projects
Proven experience in working with and managing partners.
Excellent knowledge and understanding of the Ethiopian development policies, civil society and strategies
Experience working with the Government of Ethiopia and civil society partners at national and sub-national levels
Experience in working with donors and development partners at high level national fora while representing own organization
Highly developed interpersonal and communication skills including influencing, negotiation and coaching, representation, as well as capacity building of civil society organisations
Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
Strong results orientation, with the ability to challenge existing mindsets
Experience of working successfully with senior managers in other parts of own organization or partner organizations to deliver major change
Experience of successfully implementing changes to processes to improve and monitor quality standards and impact achieved
Experience of managing and shaping programmes to deliver greater efficiency and effectiveness, and of strengthening implementation of financial control processes
Solid budgeting skills and knowledge of key donor regulations
Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in
Ability to present complex information in a succinct and compelling manner
Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
Fluency in Amharic language required; knowledge of additional local language is a plus
Fluency in English, both verbal and written, required
