ADMIN/FINANCE MANAGER
The Ethiopian Center for Disability and Development (ECDD) was established and registered with the Ministry of Justice in December 2005. Following the Charities and Societies Proclamation of 2009, ECDD was re-registered on 6 December 2012 as an Ethiopian Residents Charity. ECDD works collaboratively with other organizations to promote and facilitate “disability inclusive development” in Ethiopia – the inclusion of disability issues and persons with disabilities in mainstream government service delivery and development organization programs. ECDD is now looking for an Admin/Finance Manager, who will be based in Addis Ababa, to work on a fulltime basis.
JOB SUMMARY
The ECDD Admin/Finance Manager reports to the ECDD Executive Director and is responsible for coordinating all ECDD personnel administration and finance operations. The Admin/Finance Manager ensures implementation of all personnel policies, management of all organization finances and provides support for all ECDD program activities.
DESCRIPTION OF ROLES AND RESPONSIBILITIES
Develop internal control systems and control all accounting documents.
Enter all financial transactions into an appropriate computer software program.
Prepare monthly, quarterly and annual financial statements needed to show the financial position and operational results of the office and projects.
Prepare the monthly bank reconciliation and submit to the Executive Director.
Periodically assess all bank accounts, petty cash funds and other cash accounts records.
Ensure that all financial statements and bank balances from projects have been received regularly.
Ensure that funds of ECDD are collected and accounted for in a timely manner in line with agreements, contracts and other documents.
Check payments and other expenditures to ensure that they are consistent with the approved budget and financial procedures of ECDD.
Participate in the preparation of the annual ECDD budget.
Prepare staff payroll and make sure that it is paid on time and that all required government taxes and social security contributions are deducted and paid.
Maintain up-dated personnel records for all staff.
Prepare and ensure that annual financial statements are verified by the external auditor on time.
Attend ECDD General Assembly meetings when requested and reply to quires raised in the meeting regarding financial matters.
Check and approve cash receipt vouchers and payment vouchers. Sign checks when delegated by the ECDD Executive Director.
Procure and ensure the timely availability of goods required for the performance of ECDD activities.
Ensure adherence to procedures contained in the ECDD Administration and Finance Manuals.
Supervise regular attendances of staff members and maintain an employee leave register.
Co-ordinate general service activities and staff.
Ensure that there are proper procurement, store and property handling procedures such as preparing goods received notes for items purchased or for donated materials, issuing of vouchers, purchase requisitions and store requisitions, etc.
Appraise or review the performance of subordinates who are under his/her direct supervision as required.
Perform other duties assigned by the Executive Director.
Job Requirement
Required Qualifications:
Minimum of BA Degree in Accounting/Economics/Public Administration/Management
At least 5 years of prior work experience in Admin/Finance Manager position
Comprehensive understanding of financial, purchasing, and administrative systems
Demonstrated resourcefulness in setting priorities, proposing new ways of creating efficiencies, and guiding investment in people and systems
Proven effectiveness in recruiting, leading and training professionals in finance and administration
Experience with legal, audit, purchasing, budget, government affairs, and human resource
Comprehensive knowledge of CSA’s and other relevant government Financial regulations and rules is mandatory
Intimate knowledge of up-to-date accounting software and systems and Peachtree accounting software (Quantum 2010)
Excellent interpersonal relationships and communication
Fluency in English and Amharic
