Under the supervision of the Field Coordinator, the Camp Manger will be based in Melkadida/Kobe refugee camp and responsible for management of Melkadida/Kobe camps and implementation of all programs at the camps. S/he will provide technical advice and support to camp based staffs and will be responsible for grant management and program reporting; monitoring of camp activities, staff security and safety situations ensuring compliance to all IRC procedures, assessing program and staff quality and effectiveness and providing guidance and support to program and operation staff in Melkadida/kobe camps. The camp manager will liaison with Melkadida based operation staffs and the supervisor. S/he will also work closely with, HCR, ARRA, other IPs and local government representatives
Detailed Responsibilities:
Specific responsibilities include, but are not limited to:
Leadership
Ensure the consistent implementation of IRC/Ethiopia policies, manuals and procedures.
Preserve close, open and professional relationships with all actors; facilitate donor M&E visits
Encourage key staffs to participate in problem solving and decision making.
Maintain system to strengthen inter-departmental collaboration through facilitating action oriented sector specific and staff regular meetings.
Operations: Human Resource Management, Logistics and Finance
Assist the field office in making sure that IRC national staff personnel policy, IRC refugee staff personnel policy and IRC mandatory reporting policies are respected and practiced properly in close collaboration with senior management team in Melkadida/Kobe office
Line-manage field office based sector staffs and ensure all staffs performance objectives are well set and they have clear understanding about their role and responsibilities.
Conduct mid-term and annual staff performance evaluations and assist the office in developing a framework for staff career development and, training and coaching
Provide counseling and support in resolution of employee relations problems. Take disciplinary action within IRC’s personnel policies when necessary.
Maintain system and IRC best practices for regular staff evaluation, and standard procedures for new position posting, interviewing and applicant selection.
Sign on staff’s Leave ( Different types) for direct supervisees and paraph for other staffs
Sign on small hire contracts for the camp works whenever need is there
Monitor camp level warehouse management; control and monitor use of IRC assets and report to field office regarding any misuse, theft and damage of IRC properties.
Verify/approve all camp-based payments /purchase requests regarding daily laborers or monthly incentives ,etc for the camp within the given limit
Work closely and communicate effectively with the Melkadida field office to ensure timely payments, and procurements.
Maintains office records and, disseminate information and correspondence from Addis/field office IRC offices to all operation and program staff in the camps and vice-versa.
Programmatic
Provide technical support and camp oversight on program implementation on daily basis; assist staff to develop sector specific M&E plans
Oversee the management of grants; ensure activity plans, spending plans and quarterly procurement plans are developed and executed to meet donor objectives and time line.
Coordinate and facilitate grant opening/closing meetings, BvA and Warehouse reports review meetings
assist in developing new projects, including small host community projects
Follow up the implementation of field level mandatory reporting timeline (sector reports, management reports, donor reports and government reports)
Be proactive to facilitate regular surveys on the provided services; collected data are analyzed, documented and accessed by relevant staffs
Mobilize and ensure the refugee community is involved in the design, implementation, monitoring, review and evaluation of all IRC programs.
Work closely with all programs staffs and ensure planned trainings, workshops and awareness raising events are organized on timely, systematic and coordinated manner.
Ensure the inclusion of vulnerable children, women and elderly including disabled and HIV/AIDS infected and affected people to have access to all IRC program interventions and other service deliveries
Contribute to IRC’s institutional learning, for example in relation to new ways of working and planning.
Assess, design, and implement different ways and means of improving the overall IRC camp environment in consultation with the camp staff and field office
Coordination and Representation
Actively pursue good coordination and working relationships with all key stakeholders, local administration, host and refugee community, ARRA, UNHCR and other IPs.
Participate at camp level inter-agency meetings; facilitate regular meetings with camp leaders, camp level IPs, local authorities and other community based associations as necessary to foster good will and support for all program activities.
Represent IRC from duty station, Md/Kobe camps
Security, Health and Safety
Conduct regular discussions with key stakeholders to identify and determine approaches to address staff’s stress levels and sense of security.
Assist the field office in updating field security plan and in facilitating security related trainings to camp based staff
Assist the field office during the implementation of IRC-Ethiopia safety plan
Ensure effective communications among camp level staffs across all camps- and among different levels of responsibilities at field and Addis levels.
Developed strict local vehicle safety policies and assure that they are consistently implemented.
Ensure camp water related incidents at water points are tracked and reported to Field coordinator.
Job Requirement
Requirements
MA/MSc/BA/BSc in Water Resources Engineering, Development Fields, Management and Public Administration or related field of studies
3 years for MA/MSc holders and 6 years of experience for BA/BSc holders in Management in international NGOs preferably in refugee camps.
At least 2 years of senior level management experience
Demonstrated ability and experience in working in an emergency and post emergency/recovery program.
Project management experience.
