Plan has been operating in Ethiopia since 1995, and currently operates in four regions of the country with a range of multi-sectoral development and humanitarian programmes. A process to realign the organizational structure and workforce with the current country strategic plan and its priorities has recently been conducted, and accordingly, we are looking for a suitable candidate to fill the following position from internal and/or external applicants.
Position: Child Protection & Education in Emergencies Specialist/ CPiE & EiE Specialist/

Purpose of the Job
The job holder provides effective support in CPiE and EiE and standards to effectively respond to the needs of children and their families affected by emergencies and disasters. The main objective is to ensure the efficiency and effectiveness of child protection projects in emergency and recovery by providing technical leadership in planning, monitoring, evaluation and documentation. He/she assists in designing/developing, coordinating and managing all CPiE and education projects. His/her work enables Plan Ethiopia to reach, assist and protect many vulnerable children facing rapid and slow on-set emergencies and disasters across the country and this is directly linked with Plan’s mandate of promoting and ensuring the well being of children in Ethiopia.
Typical Responsibilities;
• Liaising with government ministries, offices and bureaus at federal and regional levels and also with UN agencies, NGOs and other civic organizations.
• Has responsibility to comply with organizational and statutory policies and laws on HR legality matters and also on matters related to protection of children in gender and child well being in particular in emergencies and disasters.
• Represents Plan Ethiopia in humanitarian coordination meetings, taskforces, clusters and technical working groups in CPiE and EiE matters.
Key end Results of the Position:
a) Conduct rapid assessment and mapping of relevant local actors on child protection and education issues in emergency/recovery response programs Based on the findings, develop response plan to that would enable PIE to effectively respond to child protection and EiE related needs including the promotion and mainstreaming of child protection in emergency and recovery context;
b) Provide orientation on child protection and related topics/themes for PIE and partner staff working on emergencies and recovery;
c) Assist PA and field based emergency team in developing and implementing child protection and education focused projects within the framework of the Country Strategic Plan and with due consideration to cross cutting issues such as gender, disability and vulnerability Assist the emergency and recovery teams to effectively implement plans, strategies and programmes in child protection;
d) Conduct regular monitoring of emergency/ recovery activities;
e) Ensure child protection and EiE project budget tracking and smooth flow of finance and related information in all project implementation areas
f) In collaboration with technical coordinators both in the Emergency Response and Recovery Unit and also with CP and Education Leads, coordinate the planning, monitoring and evaluation of projects and programmes with the aim to ensure mainstreaming of child protection issues.
g) Support in the enhancement of CPiE and EiE programming- including project design, budget management, quality delivery and timely as well as quality reporting
h) Assist in fostering strategic partnership and collaboration with UN, government and non-government actors to ensure collaboration and coordination in the area of education in Emergencies and child protection
i) Assist to ensure effective communication & information sharing on CPiE and EiE on the impacts and best practices of responses within and outside Plan Ethiopia; document, share lessons leant and best practices about the CP and Education project, in collaboration with PAs for scaling up of the project’s outcomes/impacts;
j) Coordinate the preparations of quarterly and annual project reports, as per the donor’s guideline and related compliance issues;
k) Engage in capacity building of project staffs and partners in monitoring and evaluation activities, and donor’s compliance management issues;
l) In collaboration with PAs and CO’s M&E staff, conduct action researches(s) that will help to enhance the efficiency and effectiveness of the project.
m) Ensure regular participation in Child Protection/GBV cluster, NFI, Shelter, EiE national cluster and other related clusters, task force meetings, networks and other platforms at national level and ensure timely sharing of information collected within PIE.
n) Provide adequate technical support to Programme Areas and partners in the area of planning and programming projects focusing on child protection and education in emergency/recovery
o) Review and ensure timely submission of project progress and final/terminal reports for donors, government and other stakeholders
Dealing with Problems:
The post holder has to closely consult and also get approval from line manager or senior management of the organization while embarking on issues related to child protection and education in emergencies.

Internally: CP Program Lead, Education Program Lead, Programme Manager, Head of Programme, Head of Business Development, Head of Finance, Emergency Grants Coordinator, Logistics Manager, Emergency HR Officer, Program Area Managers, other Program Leads and Technical Coordinators, field based ERR Project Coordinators and relevant staff at RESA & IH.
Externally: partner NGOs, UN agencies, government, bilateral and multilateral donors, and other stakeholders and Plan Eth. Partners.
~~Knowledge/Skills, qualification and experience to Achieve Role’s Objectives
a) Experience in conducting rapid emergency assessments related to child abuse, child neglect, exploitation etc. at local level using participatory tools, desk review, studies, assessments and surveys
b) Strategic thinking, analysis and leadership with good problem solving skills
c) Ability to work at macro/national level in influencing policies and practices affecting children and also at community level in coordinating and leading local level response with long term perspective of child protection
d) Strong analytical, writing, communication & interpersonal skills, and also computer literate
e) Advanced skills, reputable experience in writing concept notes, proposals and reports
f) Ability to develop innovative approaches and strategies
g) Ability to keep abreast of developments in the humanitarian sector related with child protection and development and ensure their dissemination within PIE
h) Skills and knowledge in team building & team leadership/management
i) Self starter, enthusiastic & proactively engaging with limited external support

l) Able to work with multidisciplinary team sometimes under difficult circumstances and using extra time including weekends

Qualifications and Experience:
- B.A./Sc. in Psychology, Sociology, Social Work, Education, LLB degree in Law or other related fields of study.
- M.A./Sc. is preferable
- At least 5 years of progressive work experience in the area of CPiE and, or EiE
- Experience on field operations in emergencies, especially related to refugee crisis
