The John Snow, Inc. (JSI) implemented, USAID-supported Strengthening Ethiopia’s Urban Health Program (SEUHP) is seeking a highly qualified Communication and Documentation Advisor. The goal of SEUHP is to improve the health status of the urban population in Ethiopia by reducing HIV/TB-related and maternal, neonatal and child morbidity and mortality and the incidence of communicable/non-communicable diseases. SEUHP envisages to achieve its goals by supporting the Government of Ethiopia’s Urban Health Extension Program (UHEP) through improving the quality of community–level health services, building the institutional and technical capacity of Regional Health Bureaus (RHBs) and promoting inter-sectoral collaboration to address urban health challenges.
Job Summary: The Communication and Documentation Advisor is a full time senior level position based in Addis Ababa, Ethiopia with frequent travel to program sites throughout Ethiopia. The major roles and responsibilities of the position include providing technical support and leadership initiative in the development and implementation of communication and documentation needs of the program. This position reports to the Chief of Party.
Overall Roles and Responsibilities: The Communications and Documentation Advisor designs, SEUHP’s communications and documentation plans, set objectives, performance standards and strategies and ensures the implementation of the plans. The Advisor collaborates with the Chief of Party and Senior M&E&R Advisor, technical units, program offices, partners and field teams to organize and disseminate information to fulfill regular reporting as well as other communications requirements. He/she is expected to conduct environmental scanning, gather appropriate data and information from a variety of sources including but not limited to SEUHP internal monitoring data, program reports, field visit and interviews. The Advisor will analyze trends and developments by reviewing electronic and print media, communications and achievements of SEUHP implementing partners to prepare and deliver an effective communication and documentation strategy for the dissemination of SEUHP successes, lessons and best practices to its key audience through various communications mechanisms. The Advisor must ensure that the communications and documentation strategy meets the needs of the Program reflecting its achievements and raising the Program’s profile.
Specific Duties, Tasks and Responsibilities
Oversee and manage the production of all program publications and deliverables, internal knowledge management and the external outreach efforts of the program.
Collaborate with the Chief of Party and Senior M&E&R Advisor, technical units, program offices, partners and field teams to organize and disseminate information to fulfill regular reporting as well as other communications requirements.
Document and disseminate experiences and lessons learned; and develop activities and products to distribute appropriate information to decision-makers and program stakeholders both internally and externally
Develop and update the SEUHP communication and knowledge management strategy and ensure effective implementation throughout the life of the program.
Implements the SEUHP communication and documentation strategy, monitoring and keeping abreast of the major SEUHP activities as well as current and emerging activities of the key audience members, reviewing a variety of SEUHP information sources in order to continuously adapt and implement the SEUHP communication and documentation strategy which will help foster an awareness, understanding and support for the program.
In collaboration with SBCC/CM advisor, provides leadership in developing segmented, culturally appropriate and cutting-edge BCC/IEC materials to facilitate the behavior changes communication processes across relevant health topics
Work closely with the SEUHP Chief of Party and technical staff to determine SEUHP’s ongoing knowledge management and communications priorities; in working out new ideas for communication and information activities and assessing critically ideas for feasible communication channels with a special emphasis on documenting and sharing best practices and lessons learned.
Responsible for the production of information materials making SEUHP, its implementing partners and government partners visible in the country in the area of urban health and for developing contacts with media networks and key actors.
Collaborates with SEUHP technical and M&E team to produce high quality, timely technical documentation; Edit and proofread all documents to be submitted to USAID/Ethiopia, JSI/Boston, and published for internal use among SEUHP staff;
Facilitate a process for ensuring timely reporting to the central program office from the field offices and technical teams in coordination with the Senior M&E&R Advisor;
Serve as the focal point for preparation of regular program reports and deliverables, required in English, quarterly and annually, and collaborate with field teams and with Boston backstopping team to ensure input is provided in a timely manner.
Manage the production and dissemination of relevant communications materials, including a JSI website; Serve as focal point for preparation of success stories, newsletters and other deliverables to be prepared and disseminated on a regular basis; write articles related to the SEUHP generated learning-processes.
Work with program staff and government partners to produce relevant information in the form of publications, pictures, video clips, etc, for effective communication of activities and outputs.
Manage knowledge sharing across program and regional offices; conduct regular visits to SEUHP implementation regions and cities/towns and cover events related to SEUHP success. Coordinates activities with the team to ensure data and materials produced by the team contribute to the repository of SEUHP knowledge, to be shared with internal and external audiences.
Addresses inquiries for information from SEUHP partners, donor, higher learning institutions, NGOs, CSOs, etc., as well as help with organizing special visits for government partners and donors to SEUHP implementation cities/towns and implementing partners.
Ensures that publications and marketing materials abide to branding and marking guidelines as defined by USAID and PEPFAR.
Job Requirement
Excellent English writing and editing skills and excellent ability to move freely between Amharic and English;
A bachelor’s degree in a relevant field. 8-10 years of experience in communications and/or knowledge management; Advanced degree in public health or communications preferred;
Experience working with health and development programs in the area of communications and/or knowledge management; USAID/PEPFAR branding and marking; experience with urban health or health related programs;
Knowledge of legal procedures concerning photo release, copyright, etc.
Proven ability to develop, write and edit technical content for both print publications on the web;
Experience in developing materials for a variety of specific audiences;
Skills in web-based publishing, knowledge networks, and models for sharing information;
Experience designing and implementing knowledge management and communications strategies, organizing, packaging, producing, and disseminating information;
Excellent interpersonal, teamwork, and communications skills;
Knowledge of and experience with public health and/or USAID projects.
Proven creativity in the utilization of media technologies for internal and external communications purposes as well as documentation of best practices, successes and lessons learned.
