MONITORING AND EVALUATION OFFICER
Introduction The Ethiopian Center for Disability and Development (ECDD) was established and registered with the Ministry of Justice in December 2005. Following the Charities and Societies Proclamation of 2009, ECDD was registered by the Charities and Societies Agency on 3 November 2009 and re-registered on 6 December 2012 as an Ethiopian Residents Charity. ECDD works collaboratively with other organizations to promote and facilitate “disability inclusive development” in Ethiopia – the inclusion of disability issues and persons with disabilities in mainstream government service delivery and development organization programs.
General Description The main responsibility of the ECDD M&E Officer will be to ensure that feasible, efficient and useful M&E systems are designed and implemented, allowing ECDD projects to meet their reporting requirements and provide meaningful and timely data for use in program management. The M&E Officer will oversee the design and daily management of the M&E activities ECDD projects, including: maintaining a comprehensive plan for M&E implementation; planning and implementing project data collection, management, and analysis; and planning and implementing M&E-related capacity-building activities for ECDD Project partners in order to improve M&E-related practices. The M&E officer must work well as part of ECDD program team but is expected to work independently to ensure the ongoing quality and timeliness of reporting on project activities.
Description of Tasks Specific responsibilities include, but are not limited to:
Guide the ECDD program team to develop, implement, and revise projects’ M&E Plan;
Facilitate review of progress on a quarterly basis and ensure problem solving through remedial actions;
Ensure any disparities between planned and actual outputs are addressed;
Assist ECDD in the identification of potential implementation problems and bottlenecks and recommend appropriate strategies to address them;
Prepare quarterly and annual programmatic progress updates on ECDD projects.
Work with ECDD project coordinators to link the M&E Plan with projects’ overall workplan, strategic plan, and budget;
Provide technical guidance for the implementation of the M&E plan, through training and other on-site support;
Establish a system for periodic internal data quality assessments (DQAs), and coordinate external DQAs as required by the donor;
Compile and analyze data from each of the projects’ technical areas and support the program team in presenting recommendations to the Program Director for improvements in implementation on a quarterly basis;
Plan and coordinate an internal project mid-term review;
Plan and draft project baseline, midline and final evaluation reports in collaboration with the relevant ECDD project coordinators;
Produce written documentation to highlight good practices, and what ‘works’ in a particular context;
Represent ECDD’s M&E interests at meetings with stakeholders, including government and non-government partners, and donor agencies;
Participate in annual staff performance assessments, goal setting, and supporting professional development of staff;
Other duties as needed.
Job Requirement
Required Qualifications:
Education – minimum BA degree in a social science field
Professional experience – minimum 5 years of responsibility as a Monitoring and Evaluation Officer in local and/or international charities and societies
Previous professional experience working with persons with disabilities desirable
Excellent interpersonal relationships and team work
Excellent communication skills
Able and willing to travel frequently to regions/cities outside Addis Ababa
Competence in the use of computer applications
Fluency in English and Amharic
