JOB SUMMARY:
The Senior Design Monitoring, Evaluation and Learning (ME&L) Technical Advisor will be responsible for providing guidance for the development of appropriate and participatory monitoring and evaluation systems for the program activities. The advisor is expected to provide firm command of M&E and research issues related to strengthening management, health and service delivery systems, as well as coverage, quality and utilization of public health services. S/he is responsible to provide training to concerned program staff on the use of M & E system; conduct rapid assessments and analysis of field-based programs to monitor program activity and produce reports to donor. Additionally he/she will support woreda and regional officials in program areas to improve their M&E systems, through capacity building and technical advice and support. The Advisor in collaboration with Deputy Chief of Party/Technical Director will manage and coordinate all CBNC related baseline survey starting from data collection, analysis, and interpretation of data and development of reports accordingly. She/he will develop field staff capacities to employ a learning approach to their work. She/he will also be actively involved in promoting learning through documentation of lessons learned and developing approaches for community analysis and utilization of data for decision-making. As part of the assignment the Advisor is expected to assist relevant technical staff in gathering information that could help in the policy, advocacy and research in the respective areas. As required, she/he will support the design of follow on and/or complementary programs by ensuring lessons and ideas are documented and conceptualized throughout the program interventions.
Job Requirement
QUALIFICATIONS AND EXPERIENCE REQUIRED
To be considered for the post, applicants needs to have Masters or BSc degree in Statistics or other relevant fields with strong M&E and research background with a substantial (5-8 years) experience developing and supervising monitoring and evaluation efforts for multi-faceted health programs in developing countries, and an advanced degree in demography/statistics or a related field. S/he must have a firm command of M&E and research issues related to strengthening management, health and service delivery systems, as well as coverage, quality and utilization of public health services; S/he must have demonstrated analytical skills and experiences in utilization of data for problem identification, problem solving and decision making; S/he must have demonstrated ability to undertake and supervise operations research and disseminating findings, including application of learning into programs. Moreover, applicants need to have strong writing and presentation skills in English for reporting on program and study results are essential.
