Islamic Relief Ethiopia (IRE) is operational in the Somali Region with a base office in Hargelle, Elkere, Bare and Dekasuftu, Afar Region; Ewa & Semera, and an additional operational office in Addis Ababa.
Job Purpose
To coordinate and manage the day-today operation of the PDP Basic Services project Woreda Office and the successful implementation of all the programme activities at Woreda level. Successful implementation means all programme activities in the Woreda are delivered according to contractual requirements and organizational priorities, ensure safety and security of staff and assets and maintain a positive and cordial relationship with Zonal, Woreda and local partners.
Key Accountabilities
KEY AREAS OF ACCOUNTABILITY:
Technical
To ensure programme activities in the Woreda operational area fulfill the requirements of approved IR contract & detail implementation plan.
To monitor and support Woreda level sectoral Officers and other direct reports in implementing the project to ensure the smooth implementation of the project activities in accordance with the IR & Donor requirements.
Assist project team to identify the technical support required by the sectoral technical Leads in the implementation, monitoring and evaluation of project or programme activities.
Ensure the effective and efficient use of all IR resources in order to keep costs low and ensure effective utilization of resources for the intended purpose.
To ensure appropriate Woreda level project preparation, planning and start-up planned activities that could be delivered according to the contractual requirements of IR & the donor.
2. Budget Management
a. To effectively and efficiently manage budget as delegated to the post holder for implementation of Woreda level activities b. To monitor budget on a monthly basis and explain variances 3. Staff Management
To directly lead, manage and motivate all project staff in the Woreda Office.
To support staff in the field to build a range of tools and techniques for working with children, communities & Woreda authorities to ensure there is full participation of these stakeholders.
To support staff to fully integrate programming principles throughout their work, including diversity, child protection, and child participation.
4. Logistics
Ensure that high priority Woreda level purchases are monitored and prioritized
Ensure security of all staff and assets in the project implementation area by sensitizing and enforcing the provisions of the Area Security Guidelines, including convening of regular security meetings.
5. Reporting
To train & build Project Officers & other supervisees capacity in report writing
To ensure that high quality field level reports are produced regularly & timely for internal as well as donor reporting
6. Liaison
Liaise with the Woreda Authorities & Offices to support technical & management team to enhance relationships
Work closely with the Programme Manager & technical leads to strengthen the working relationship between the filed team & the technical support team
Working Contacts
External: Government partners at local level and other external visitors visiting the project site. Networking with other NGOs, agencies or relevant bodies at Woreda level regarding the project work
Internal: regular day-to-day contact with the Woreda level Programme staff, other technical advisors (Health, WASH MEAL and Governance) and the Programme manager.
Other: Consortium partners, other local and international NGOs and partners operating in the same area or sector, beneficiary communities and Woreda government officials.

Job Requirement
QUALIFICATIONS AND EXPERIENCE
BA /MA in Social Science, Development Studies, rural development and related social science fields of studies:
For BA 8 years and above of relevant work experience and for MA 5 years and above relevant work experience. Out of which at least two years experience of managing development & Emergency projects in Somali Regional State.
Fluency in Somali language is a pre requisite
Fluency in written and spoken English
Proven team and personnel management experience
Proven analytical and strategic planning skills
Experience of managing donor grant funding projects of programmes
Experience in developing and monitoring budget
Knowledge the area and region where the post is located
Computer literate in word processing and excel packages
Ability to analyze information, evaluate options and to think and plan strategically
Excellent interpersonal, communication and presentation skills
Commitment to and understanding of IR’s aims, values and principles including rights-based approaches
Willingness and ability to travel extensively in country
