Description: World Learning, a global non-profit organization, is recruiting for a Monitoring, Evaluation, and Learning Advisor for a USAID-funded program focusing on promoting opportunities through training, education, transition investment and livelihoods for youth in Ethiopia. The project will likely focus on enabling youth to increase their incomes and quality of employment including family livelihoods as well as enabling local institutions (with focus on technical and vocational education and training providers) to better prepare youth for entering the labor market. Job Purpose: The Monitoring, Evaluation, and Learning Advisor will provide day-to-day management of the program’s monitoring and evaluation activities working with the program staff, external consultants, implementing partners and key stakeholders. S/he will design a system to support continuous adaptive learning and management throughout the project’s lifetime. The ME&L Advisor will be based in Ethiopia on a full-time basis. S/he will manage a team to support ME&L activities. The ME&L Advisor will report directly to the program Chief of Party (COP). Hiring for this position will be contingent upon securing funding from USAID for this activity and USAID’s approval of the candidate for this position.
Responsibilities:
Provide overall management in the design and implementation of the program’s ME&L system, working closely with implementing partners and providing progress updates to the program’s donors and key stakeholders
In collaboration with the senior technical staff and USAID, lead development of the Performance Monitoring Plan and Performance Indicator Reference Sheets
Serve as the primary point person for all monitoring, evaluation and learning related work for the program. Train all staff members responsible for data collection in best practices for monitoring and evaluation. Regularly brief senior management on achievements and performance issues requiring attention
Develop and refine various data collection instruments (both quantitative and qualitative), and maintain a results database to aggregate data
Develop and implement a rigorous internal data quality assessment system, ensuring the reliability, validity, and accuracy of all project data
Train the program’s sub-awardees on the accurate use of the program’s monitoring systems, manage and oversee the work of sub-grantee M&E officers, provide ongoing coaching/support through regular site monitoring visits, and ensure quality control and problem solving as needed
Support the program to analyze and document good practices, lessons learned, trends, cross-cutting policy and implementation issues, etc.
Support the program’s development of a learning agenda and associated learning activities. Identify and advise on the methodological design of all regular and ad hoc research and evaluation activities
Contribute to quarterly and annual results and performance reports, in addition to the other briefings, summaries, papers, presentations, etc. for various audiences
Preferred Qualifications:
Master’s degree in a relevant field from a recognized institution
Minimum five years of relevant experience in designing and implementing M&E and learning systems, preferably within education, livelihoods, or private sector development program contexts
Prior relevant experience in Africa, Ethiopia preferred
Experience in survey and research tool design, data collection, statistical analysis, qualitative research, and dissemination of results
Demonstrated understanding of how to use M&E systems to support a learning agenda and evolve a project theory of change to maximize impact
Good computer skills essential, including Word, Excel, project and database management, statistical packages
Ability to work effectively with diverse teams, as well as sound judgment and strong initiative, as needed to work independently
Excellent interpersonal, communication, and writing skills
Fluency in written and spoken English required. Proficiency in Amharic is an advantage.
