Description: World Learning, a global non-profit organization, is recruiting for a Chief of Party for a USAID-funded program focusing on promoting opportunities through training, education, transition investment and livelihoods for youth in Ethiopia. The project will likely focus on enabling youth to increase their incomes and quality of employment including family livelihoods as well as enabling local institutions (with focus on technical and vocational education and training providers) to better prepare youth for entering the labor market. ESSENTIAL DUTIES AND RESPONSIBILITIES:
The Chief of Party will reside in Addis Ababa, Ethiopia, and will be responsible for overall project management, including providing technical support and facilitating partnerships with stakeholders. Essential duties and responsibilities include:
Provide overall strategic, technical, and programmatic leadership for program and through direct implementation of technical assistance, provision of strategic guidance and supervision of senior project staff
Provide technical guidance on the array of activities in youth workforce development, possibly including: labor market needs assessments, technical and vocational education and training (TVET) curricula development, TVET provision, and local capacity development
Serve as chief liaison with USAID, ensuring regular and effective communication with donor representatives
Actively participate in donor coordination meetings
Liaise with and build strong partnerships with multinational, national, and local private sector stakeholders in Ethiopia, including partnerships for internship/apprenticeship opportunities for trained youth
Ensure accurate, timely, high quality program reporting and deliverables to donors and head office
Oversee the management and mentoring of project staff ensuring the highest level of performance and results for the program
Ensure regular communication with World Learning’s home office
Oversee the project budget and all project financial resources, work closely with finance department and program officers to plan monthly projections, monitor burn rates, and supervise other budgetary matters
Regular national travel to program sites
REQUIRED QUALIFICATIONS:
Advanced degree (Masters level or higher) in public policy, economics, education, social sciences, administration, or international relations or other relevant field from a recognized institution
Minimum eight years of relevant experience in workforce development, livelihoods, and/or private sector development
Minimum four years of relevant experience in Africa (or similar developing countries), experience in Ethiopia preferred
Demonstrated capacity to effectively lead, mentor, and motivate multi-cultural teams in dynamic environments
Demonstrated success of breaking down development challenges, creating and implementing solutions, and achieving measureable results in development projects
Demonstrated understanding of and commitment to youth development and gender equality approaches and strategies
Demonstrated ability to cultivate relationships with private sector industry actors as well as government officials
Excellent interpersonal, communication, and writing skills
Excellent verbal and written communication in English
PERFERRED QUALIFICATIONS:
Prior USAID project management and leadership experience in a technical and vocational education and training (TVET) and/or workforce development project
