JaRco Consulting PLC is an international consulting firm based in Addis Ababa, Ethiopia specializing in Monitoring, Evaluation and Learning. Its work focuses on the technical sectors of: livelihood and economic security, HIV and AIDS, health and nutrition, with a cross-cutting focus on gender and capacity building related to M&E. JaRco is currently implementing a number of large-scale monitoring and evaluation activities in Ethiopia, including complex baseline assessments and evaluations, as well as extensive data quality assurance activities. Therefore; JaRco is jointly working with IMC Worldwide LTD in Small Scale Irrigation (SSI) project which is jointly funded by the Dutch and Canadian governments. IMC is part of a consortium including SNV, IWMI, iDE and IHE. The work will be working alongside the Ministry of Agriculture at a federal level and relevant partner institutions are a regional level in each of the regions in irrigation.
Job Requirement
The national M&E Expert is responsible for the development of an appropriate (financial) MIS and M&E system for the entire project as well as procedures for the systematic collection, processing and analysing of data related to progress monitoring of project implementation, including disbursements. Furthermore, the national M&E Expert is responsible to collect all necessary data from the four regions and assist with the preparation of the six-monthly and annual progress reports, including summary tables with progress monitoring indicators. He/she is expected to provide technical support to all projects related to M&E, provide technical support, design development of M&E system and provide capacity building activities to clients. Generally, the national M&E expert is expected to take the lead role in design and implementation of established monitoring and evaluation models and participates in the design and implementation of improved methodologies in this area. Therefore; JaRco is looking for a professional who is/has:-
MSc or MA in Economics or Financial Management ,Statistics, Agricultural Management or Management
At least ten years of working experience in M&E of complex development projects as evidenced by project references
Specific experience:- At least three years of experience in M&E of development projects related to Small Scale Irrigation (SSI) agriculture as evidenced by project references.
Proven experience in preparing guidance materials including manuals and technical notes for improved monitoring and evaluation of the existing and new projects, as they arises.
Can support the preparation of project documentation, including progress reports, field notes, special reports, technical publications, and final project report.
Experience with donor-funded programs.
Experience effectively managing field-based activities with broad geographic distribution.
Strong writing and reporting skills, including command of the English language and Strong critical thinking, judgment and problem analysis and solving skills
Excellent Computer skills in MS Office (Word, Excel, Outlook, …)
Able to prioritize and work in a fast-paced working environment.
