ORGANIZATIONAL DESCRIPTION:

PROGRAM BACKGROUND:
The IRC Ethiopia health programs are currently being implemented in three distinct settings; refugee, local community and emergency responses. Refugee health program has been implemented in nine refugee camps (Shimelba, Mai-Aini, Adi-harush, Sheder, Kebribeyah, Aw bare, Sherkole, Bambasi and Ashura) focusing on Reproductive Health (RH) and HIV/AIDs prevention programs. Local community programs are operational in four regional states (Somali, BGRS, Gambella and Tigray) of Ethiopia which includes: Basic Services under Peace and Development Program (PDP) integrated Community Case Management (iCCM) of childhood illnesses, Core Group Polio Project and Maternal and Neonatal Health Project. The emergency response project (also called ERM) responds to acute onset health and nutrition emergencies across the country directly or through partners.
SCOPE/JOB PURPOSE:
The Health Manager will be part of the health team in Addis Ababa and work towards supporting health projects and BCC related activities. 60% of time will be spent on Health program oversight and remaining 40% on BCC related activities. The Health Manager will provide technical support to field based staff implementing health projects in selected region(s). He/ She will also support the team to ensure that BCC is an integral part of the health activities.
SPECIFIC RESPONSIBILITIES:
Technical
Ensure that RH and HIV/AIDS program activities and/or other health projects assigned by supervisor are implemented in accordance with the proposal and grant agreements.
In collaboration with health technical team, actively participate in project proposal and concept note preparation
Ensure that RH and HIV/AIDS data bases are up-to-date and usable
Carryout regular RH and HIV/AIDS report review and/or writing (both internal and donor report) and ensure timeliness, completeness and accuracy.
Provide regular facilitative supervision and technical support to RH and HIV/AIDS projects to field based staffs in all aspects
Ensure that RH and HIV/AIDS project use standard training and implementation manuals
Take the lead in developing, revising/adapting the IRC Ethiopia health BCC strategies.
Support the field teams in the refugee and local community projects in conducting formative research using the appropriate tools and methodologies
Support the field teams in the refugee and local community projects in implementation of health BCC strategies
In collaboration with field staff, develop and pre-test BCC materials in the appropriate audiences.
Follow up on all participatory methodologies implemented by IRC health programs, in particular working very closely with the participation unit.
Program Management
Grant Management
Manage the appropriate parts of the various health sector grants including IEC/BCC parts in close collaboration with the concerned staff members.
Support field staffs in use of project grant management tools such as the budget tracking tools, activity progress monitoring tools, procurement plans, etc.
Budget Monitoring
Review the program budget on a monthly basis and ensure that activities are implemented according to the plan and as per contractual agreement with donor.
Undertake monthly BVA review for the grant and make appropriate recommendations to the finance and logistics staff in Addis as well as to the field based health staff.
Monitoring & Evaluation
Participate in qualitative and quantitative research that will be undertaken to monitor the progress of the various health projects
Review monthly activity reports as required
Monitor the program activities based on the implementation plan
Collaborate with the monitoring and evaluation unit for better data quality management.
Human Resource Management
In collaboration with field based supervisors of health staff, the Addis based Health Manager will be responsible for the technical support and supervision of field staffs (Health Managers and Officers in charge of projects) on health program and BCC related activities.
Participate in staff recruitment and CV review of potential candidates as required.
Representation
Representing IRC among other NGO’s and government counterparts at different national and sub national levels in any health related matters.
Attend relevant meetings and prepare meeting notes as required and share these with all concerned.

Qualifications
Education
6 years of relevant experience with first degree (such B.Sc in Public Health, Health Education, RN and related fields). 3 years relevant experience plus post graduate degree (master degree in the field of public health).
At least 2 years senior level management experience in NGO
Experience in BCC strategy designing, implementation, monitoring and evaluation.
Good project management skills. Ability to plan, organize, and supervise implementation of emergency health response programs
Experience in community based health programming and refugee setting
Ability to work under pressure, long work hours and high workload
Excellent communication skills- verbal and written skills. Excellent writing skills in English preferred.
Proposal and report writing skills.
Excellent representational skills
Self-motivated, honest, highly responsible, and punctual.
Ability to work as part of a team as well as to work autonomously when required.
