GIZ- STEP Programme
Background
As German organization for international development cooperation with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives. GIZ promotes complex reforms and change processes in more than 80 partner countries.
In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.
The Second Ethiopian Growth and transformation Plan (GTP II) assigns a key role to the education sector for accelerating economic growth, achieving developmental goals and becoming a middle-income country by 2025. The Ethio-German Sustainable Training and Education Programme (STEP), co-financed by the European Union and the Norwegian Agency for Development Cooperation (NORAD), improves the employment prospects of young Ethiopians by promoting quality and relevance in vocational training and higher education. The programme establishes strong linkages between the education and the private sector to support the development of a modern education system geared towards employment and economic growth.
The programme supports the agro-industrial development of the country through the development of long- and short-term trainings in the agro-processing parks and the establishment of agro industry incubator units. Currently GIZ-STEP would like to recruit a qualified Planning and M&E Officer as per the details below:
Position: Planning and M&E Officer

Responsibilities
§ Support the M&E Unit’s work in providing qualitative and timely input to partners and donors, as well as to internal management team. In particular, the incumbent will participate in the process to develop and produce monthly, bi-annual and annual reports.
§ Plan and coordinate evaluations of project activities, in particular support in design of methodology for measurement of employment effects for selected activities, develop an evaluation plan, conduct evaluations, including programming of the instruments in electronic data collection systems (Kobo Toolbox, ODK, etc.) and perform data analysis.
§ Support the M&E Unit’s work in updating, maintaining and organizing the database of reports, survey results, success stories and implemented activities by project components.
§ Contribute to the development and organization of trainings, workshops, conferences, meetings and travels, coordinate and backstop regular updates of online event management system.
§ Participate in the continuous development of guidelines, standards and tools for planning, monitoring, evaluation and Results-Based Management.
§ Support the M&E Unit’s work in communicating and publishing relevant information on both the internet and intranet.
§ Perform other duties as determined by the M&E Unit focal person and the Head of Admin and Finance.

§ assists the project with all issues in event organization and management, including coordination and backstopping of online event management system update, and preparing, implementing and documenting training events, workshops, forums, team meetings and other project activities
§ participates in formulating and adjusting project operational plans based on evaluation results
§ ensures knowledge management by collecting, processing and distributing relevant data and information, and backstops update of internal information management system
§ drafts, edits and proofreads texts that communicate project results
