Terms of Reference (TOR) for a consultant to conduct a Study on Community Based Tourism
Organization: Population Health and Environment Ethiopia Consortium
1. Rationale
Population, Health & Environment Ethiopia Consortium (PHE EC) is an Ethiopian network organization with 66 members, working to promote the integration of social, economic and environmental programmes to reduce poverty and vulnerability through holistic, integrated, participatory and proactive development approaches. PHE EC works on population and health issues and has a proven track record in promoting a multi-sector integrated approach, establishing shared natural resource and protected areas management systems.
The organization works closely with member organizations and partners at different levels to promote the multi-sectoral integration of population, health, environment, and livelihoods at local and international levels to contribute to sustainable development. Currently PHEEC is partnering with Farm Africa, SEDA, SOS Sahel and IWMI in implementing NATURE 4 Dev’t project.
Nature 4 Devproject is designed to demonstrate effective, integrated and coordinated approach to natural resources management taking a landscape approach in the central rift valley area. One of the aims of this project is to improve management of parks and sanctuaries in the CRV areas. To do so a study on community-based tourism that can generate local policy recommendations and action plans is needed. With this understanding, PHEEC aim to conduct a feasibility study for community based tourism (CBT) inAbijiata-Shala national park andSenkelesanctuary. The potential of CBT development in these two areas is quite promising due to the abundance of numerous natural attractions, with wild life, different landscapes, unique tradition and culture and several other attributes that are essential elements for, and can form the base of, an attractive and successful ecotourism industry.
