BACKGROUND:
The Agricultural Transformation Agency (ATA) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The Agency does this through problem-solving, implementation support, and capacity building of stakeholders involved in implementation of interventions that address the systemic bottlenecks. The Agency reports to a Transformation Council chaired by the Prime Minister and whose co-chair is the Minister of Agriculture.
The programmatic focus of the Agency responds to a core set of needs identified by the Ministry of Agriculture and the Transformation Council. Within the Agency, issues are divided into four different groups: Production and Productivity which includes Inputs and Crop Protection, Livestock, Research and Extension, Mechanization, Rural Finance & Agro-Processing Value Addition; Agribusiness and Markets including Market Services, Market Infrastructure, Commercial & Contract Farming, Domestic and Export Market Development, and Cooperatives Development; Environmentally Sustainable and Inclusive Agricultural Growth including Sustainable Irrigation & Watershed Management, Sustainable Land Management, Gender Equality and Nutrition, Climate Change and Disaster Risk Management, and Planning and MLE; and Enhanced Implementation Capacity which includes ICT, Private Sector, and Organizational and Human Capacity. Across the programs, the ATA engages public, private and non-governmental stakeholders to support strategic planning, manage and strengthen implementation capacity and test innovative models.

POSITION SUMMARY:
The Project Manager- Capacity Building will be responsible to identify, design and deliver project management training's that are tailored to the need of ATA project managers; develop project management tools, templates and processes that enhance successful execution of the projects within the Agricultural Transformation Agenda Deliverables (TAD), the Agricultural Commercialization Cluster (ACC) programs and within ATA project portfolio in general.
The Project Manager will closely work with the Senior Project Manager in supporting project team leaders and their teams in ATA and partner organizations in building their project management capacity. The position will directly report to the Senior Project Manager under PPMO. The PPMO sits within the Implementation Support (IS) vertical, which strives to ensure the execution of the right projects at the right time in a consistent way to deliver maximum value to small holder farmers.
ESSENTIAL DUTIES:
· Closely work with the Senior Project Manager (SPM) in identifying, development and delivery of tailored project management trainings to ATA project managers and partners.
· Support the SPM in developing project management tools and processes
· Closely work with the SPM and other PPMO members in promoting, supporting, monitoring and controlling the standardization of project/ program/ portfolio management practices across ATA
· Support the SPM in mentoring, training and coaching ATA Project Managers and Implementing Partners ‘project teams on project management standards methodologies ,processes and tools
· Recommend efficient and compatible PPM solution
· Collaborate with the relevant team within the IS vertical/ATA in managing project management knowledge
· Support the SPM to regularly survey ATA and partner project teams for feedback on improvements to project management tools, training and support
· Perform additional related tasks as assigned by the senior project manager
· Master’s or Bachelor Degree in Project Management, Business Administration, Development Studies, IT or other relevant disciplines with relevant professional training in Project Management
· A minimum of 6 years’ experience for Masters’ Degree, or 8 years’ of relevant experience for Bachelor’s Degree in Project Management, with focus on project planning, capacity building and coordination in international organization, the private sector or government office
· Good knowledge and understanding on project management knowledge areas and project management process groups
· Advanced communication and negotiation skills- ability to work with peoples without line managing responsibility
· Proven ability to conduct capacity gap assessment, design tailored capacity building training's, mentor/coach others and follow up
· Fluency in English and Amharic
· PMP or equivalent certificate/ ready to be certified within six months after recruitment.
