Being an employee of the Norwegian Refugee Council (NRC) in Ethiopia the Consortium Finance Coordinator is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.
Background:
The Norwegian Refugee Council (NRC) is present in five regions in Ethiopia, providing refugees and internally displaced people with emergency relief and help them to rebuild their lives. NRC works within the sectors of Education, Shelter, WASH, Livelihood and Food Security, ICLA (Information, Counselling and Legal Assistance), and Child Protection.
Roles & Responsibilities:
The Cash & Markets specialist (national) will help NRC Ethiopia institutionalise market based programmes (MBP) including cash and voucher interventions, design and implement its market based programme activities, as well as support the coordination of cash activities across the humanitarian community in Ethiopia. The Cash & Markets Specialist will work under the Head of Programs in Addis Ababa and will liaise with core competency specialists (WASH, Livelihoods and food security, education, shelter and Information Counselling and Legal Assistance), thematic advisers (including protection) and support team (finance and logistics in particular).
NRC Ethiopia envisages programs (single core competency and integrated) that are market sensitive, incorporating cash and/or voucher assistance and market support and strengthening activities where appropriate. The NRC has a growing portfolio of market based programming experience, especially in cash and voucher assistance in Emergency Shelter and Livelihoods and Food Security (cash-for-food and cash-for-livelihood grants), as well as through the child protection program in Shire. The Cash & Markets specialist will therefore work very closely with area offices and core competency specialist staff – providing on-job capacity building, technical support on market assessments and cash-specific issues such as contracting financial service providers, protection concerns related to cash distributions, collecting and analysing post-distribution monitoring data, etc. for programme development and quality management.
NRC is a member of the national Cash Working Group (CWG) and the Multi-Purpose Grant Technical Working Group (MPG TWG). A key role of the Cash & Markets Specialist will be to represent NRC on these groups by providing updates and contributing to discussions and tasks assigned in order to enhance cash and voucher assistance coordination and technical capacity in Ethiopia. It will also include actively participating in all cash-related matters in inter-agency process– in particular the Humanitarian Response Plan (HRP). The Cash and Markets Specialist is also responsible for participating in activities held by cash consortiums including the newly established Collaborative Cash Delivery (CCD)[1]. The role will also include leading and contributing to development of proposals that have cash components.

Support external coordination of cash activities (30%)
1. Attend and contribute to the Cash Working Group (CWG), the Multi-Purpose Grant Technical Working Group (MPG TWG) meetings.
2. Participate in Collaborative Cash Delivery (CCD) meetings and carry out related tasks.
3. Engage / participate in market based programming and cash and voucher related workshops and platforms if seen as strategic and relevant.
4. Coordinate cash-related matters in inter-agency process, working closely with OCHA– in particular the Humanitarian Response Plan (HRP).
Support NRC cash programmes (70%)
1. Lead (in collaboration with Heads of Programme and Support) the institutionalisation of market based programmes including cash and voucher assistance.
2. Contribute to increasing NRC programme and support staff market based programme and cash-related technical competence through capacity building, developing and rolling out policy documents, guidance, tools and relevant SOPs.
3. Lead and/ or support market assessments working closely with other programme units (especially logistics and the emergency team).
4. Provide technical support to NRC programme and support units in relation to design and implementation of market based programmes including cash and voucher programmes.
5. Support M&E in designing data collection tools and analysing monitoring data for market based programme and cash projects.
6. Conduct cash and market-specific technical research and document learning, findings and recommendations for future consideration and action.
