CORDAID Ethiopia Office has been in operation since 2006 and now requires additional technical capacity. Therefore, would like to recruit a Health Programme Officer as detailed below,
Aim of the Organizational Unit
The Cordaid Country Office Ethiopia facilitates the programming, funding and communication of its activities in Ethiopia.
Purpose of the position
Is responsible for the further development, management, fundraising and improvement of the Cordaid Health program in particular focusing on Sexual Reproductive Health (SRH) and Maternal and Child Health (MCH).

Responsibility and Accountability
With a specific focus on SRH and MHC: translates the CORDAID Ethiopia program expected results and the Health care unit policy goals into specific Ethiopia Healthcare programme activities, formulate the Healthcare operational plan, assesses the performance trends and developments in Ethiopia. Ensure to execute the programme within the approved project proposals, project budgets and infrastructural possibilities.
Program and project proposals:
Responsible for ‘warm’ and ‘cold’ acquisition in further development of a SRH/MCH program portfolio for Ethiopia. Scan calls and tenders of donors pro-actively in accordance to the Healthcare program's strategy. Signal and analyse developments with potential donors, establishes and maintains donor contacts and formulates acquisition plans according to the goals. Actively builds alliances and partnerships to jointly prepare winning proposals and propositions. Advises the CORDAID Ethiopia Country Director and the Healthcare Unit Program Manager on go/no go. As a member of Bid Teams participate in writing (and implementation) of the proposals, in coherence with other proposals in the Health care program and requirements of the donor, assesses and advises on the possible extra value of participation by other parties in tenders and calls.
Program Management and results:
Manage the SHRH/MCH healthcare programs and projects of donors and puts together a project team in consultation with the Ethiopia Country Office Director. Monitors the progress on results continuously and ensures coherence in implementation and adjustment in good time if results lag behind. Manages the project team on a day-to-day basis. Informs the Director of the CORDAID Ethiopia Country Office about the quality and commitment of project team members. Agrees with all relevant contributors to the Healthcare programs and projects on the deliverables, with a large amount of intercultural sensitivity. Understands Healthcare program and project partners and matches desired results and contextual factors. Stimulates progress and makes necessary adjustments to realize the aimed for results of the healthcare programs and projects within given boundary conditions.
Field & Partner visits:
Monitors and evaluate the achievements of the Healthcare program/projects and, with partners for which s/he is responsible reviews field mission reports by analysing the field data to formulate conclusions, discussion points and recommendations for all stakeholders
Support partners:
Identifies the need for support to Healthcare partner organizations and translates this into (customized) forms of support, taking into account (large differences in) the background and circumstances of (individuals in) partner organizations
Network representation:
Identifies and establishes contacts with organizations and relevant stakeholders; participates in relevant networks; Explores and pro-actively establishes areas and actors for collaboration and funding support taking into account the objectives of the Cordaid Ethiopia Country office, the Healthcare Unit and the possibilities and interests of the existing and to be developed CORDAID Ethiopia healthcare projects. This with a specific focus to further developing and managing a SRH/MCH program portfolio as part of the Healthcare program of Cordaid Ethiopia.
Program and donor reports:
Collects information within the Healthcare programs and projects under his/her responsibility and formulates reports about the results, specifics and possible deviations following required (donor) reporting standards, providing solutions to minimize impact of deviations and ensuring compliance to the requirements of the donors of the healthcare programs and projects.
Personnel Management:
Lead subordinates in accordance with the social policy of Cordaid, focusing on productivity, the timely realization of aimed for results, employee development and satisfaction. Ensures efficient use of resources and controls quality of work.
Policy engagement:
In relation to the sustainability and (financial) scaling up possibilities of existing and to be developed CORDAID Ethiopia Healthcare projects (with specific focus on SRH/MCH): formulates policy engagement goals, work out a policy engagement plan and implement the activities. Builds and maintains relationships/networks in Ethiopia which are of importance to realizing the aimed for policy engagement and fundraising results.
Job Requirement
Qualifications and Experience:
A holder (international) public health and/or health economics at Masters level.
At least 5 years of experience in development, implementation and management of healthcare programs and projects in Ethiopia, preferably with a focus on SRH and MCHs programs.
Knowledge of and experience in developing, managing and implementing in sexual reproductive health and maternal and child health programs is an advantage.
Extensive experience in dealing with institutional and private donors such as: World Bank, Global Fund, EU and other relevant donors. Knowledge of their policies, regulations and requirements
Knowledge, Skills, and Experiences
Excellent writing skills to formulate the program plan, program and donor reports, acquisition plans and fundraising proposals. A pro-active, engaged, enthusiastic, energetic, committed and result-oriented team player with highly developed (re)presentation & communication skills.
Knowledge of and experience in
o the Ethiopian Healthcare sector and healthcare relevant subjects on an academic level.
o project management, programmatic working, networking, finance channels, donor requirements, policy engagement and relevant languages.
o with international (healthcare) cooperation with local partners.
o the security policy of Cordaid Social/communication skills to agree on deliverables to pro-actively direct the Healthcare program projects and its partners to the aimed for results, to ensure progress with local staff and to support local partners.
Knowledge of:
o and committed to the mission, vision, goals and structure of CORDAID and specifically of its Healthcare program
Excellent social/Communication skills to acquire, network, manage relationship and to cooperate with international and local parties.
Has good communication skills and eloquence in English.
