Save the Children International has been working in Ethiopia over the past several decades to bring about immediate and lasting change in the lives of children. As one of the largest organizations working in Ethiopia, Save the Children implements programs on child protection, education, food security, health, humanitarian, livelihood, nutrition, WASH programs. As part of the different programs implemented in the country office, USAID’s building the potential of youth conducts survey/assessment of outcomes to document progress on results/outcomes and encourage evidence-based adjustment and decision to further accelerated changes in the lives of youth beneficiaries and the community at large.
Save the Children International and its partners Education Development Center, Inc. (EDC), Facilitator for Change (FC), HUNDEE-Oromo Grassroots Development Initiative (HUNDEE), Professional Alliance for Development in Ethiopia (PADet), Relief Society of Tigray (REST) and are implementing the USAID’s building the potential of youth (POTENTIAL) Activity. POTENTIAL directly addresses youth unemployment and economic activity by increasing access to skills building and employment promotion services. It specifically focuses on young women and builds on youth livelihoods activities implemented in Ethiopia. POTENTIAL operates in 30 woredas of Afar, Amhara, Oromia, SNNP, Somali and Tigray regions. So far the Activity has reached close to 32,000 youth beneficiaries through its targeted intervention mechanism.
Objective/Rationale
The main objective of this work is to spearhead the 2018-2019 outcome survey and document Activity results and progress and inform about changes that can be contributed to the Activity interventions on youth workforce development. The survey findings are expected to generate data and information on specific Activity results/outcome and produce recommendations to inform future actions/interventions.
The specific objective of the survey is to capture data on major results/impacts, assessing outcome indicators as depicted in the Performance Monitoring and Evaluation Plan (PMEP) of the Activity and related unintended results, including.
- New employment or better employment (including self-employment)
- Income
- Productive assets
- Social capital dimensions in the youth livelihood framework
- Workforce readiness skills
- Youth who utilized post training support such as coaching and mentoring to search for employment
- Employers satisfaction
- Attitudinal/behavior change
- Financial management (saving), business ideas, livelihood opportunities, etc.
- Opportunities of resources access, financial access/availabilities
Methodology
The survey will be conducted in all six target regions of Afar, Amhara, Oromia, SNNPR, Somali and Tigray, using mixed methods of quantitative and qualitative. This will include field visits, focus group discussion and interview and review of secondary source of project data and reports. For this a certain amount of data collectors will be hired and trained.
- Complete reach (census) of all male/female beneficiary youth who were engaged in the Activity prior to 30 September 2018. This will require to develop a methodology on how best to contact/communicate (face to face or thorough telephone communication) with all beneficiaries and capture quick information on their employment status only.
- Draw representative sample woreda and beneficiaries and conduct individual interview and focus group discussion with beneficiaries and stakeholders using the developed tools and generate relevant findings on outcomes.
The bidder shall present the following
A Technical proposal which includes, but not limited to: understanding of the TOR, methodologies (proposed Technical Assistance consultancy service delivery methods), timeline, profile of organization, latest curriculum vitae (of the consultant and any supporting team members) in undertaking the Technical Assistance Consultancy Service and tentative work plan. The consultant should clearly indicate his/her previous research experiences that are relevant for undertaking the Consultancy Service and indicate at least three (3) recent NGO references of related work
A Separate Financial Proposal which includes the total financial requirement in ETB to carry out the assignment, indicating a breakdown of costs for each activity to be accomplished
Contribution of SCI/POTENTIAL
SCI/POTENTIAL will handle the following responsibilities for the survey
· The focal person from SCI/POTENTIAL will be responsible to lead the overall implimentation of the survey
· Design the quantitative aspect of the survey including determining of the sample size and the sampling procedures
· Develop data collection instruments
· Recruit and train data collectors
· Conduct quantitative data collection activities
· Handle the quantitative data entry
· Produce a complete data base of the quantitative survey
· Managing the field work of data collection: Supervision and follow up of the data collection process and ensure timely collection and submission of the data
Contribution of the Consultant
· Work on the determination of the sample for qualitative study participants
· Conduct the qualitative data collection, coding and analysis of the survey which involves traveling to the selected interventioon woredas of the Actvity
· Conduct the data entry in KOBO tool or other appropriate database for the quantitave data of the study (optional): please note that you are expected to provide a separate price qoatation for this particular task; the client reserves the right to offer the contract with or without the data entry assignment
· Conduct a separate employers satisfaction survey in the selected woredas. The consultant will do interview with at least three employers per Woreda using a standard survey instrument. The result of this survey will be part of the comprehensive report of the outcome survey.
· Conduct the data cleaning and other aspects of quantitative and qualitative data management which may not be hanled by the client
· Conduct the analysis for both quantitative and qualitative aspect of the study and consolidate/ triangulate the findings
· Produce the first and second draft, and when approved by the client the final comprehensive survey report of the 2019 outcome survey which includes the narrative with data interpretation and analysis and the statistical annexes
Duration of Contract
· Overall the survey will be completed within two months
The candidate must have the following qualifications and experiences:
· Minimum of twelve years of proven and strong research experience in the development of national employment policies and / or youth soft skill development programs;
· A good understanding of youth employment dynamics and issues related to youth task force development in Ethiopia would be an added advantage;
· A good knowledge of statistical systems is considered an asset.
· Committed to deadlines
· Excellent writing and verbal communication skills in English.
· The consultant is expected to bring at least one team member with excellent knowledge of SPSS, STATA, or other statistical software who has very good experience in coding, entering and processing of the data.
· Proven experience in managing and analysing qualitative research data.
