In Ethiopia, CRS has a long and rich history of providing emergency relief and development assistance to the people of Ethiopia since 1958. At present, CRS/Ethiopia implements multiple projects through different partner organizations. CRS/Ethiopia has a highly diverse portfolio ranging from very large food-supported emergency response to cutting edge development programs. The current CRS/Ethiopia budget stands at $100 million with funding from the U.S. Government, UN agencies, private foundations, individual donors, and CRS private funds.

Background
CRS’ DFSA is a USAID funded Food for Peace supported initiative to sustain and build upon the previous food security improvements achieved under the Government of Ethiopia’s (GoE) framework of the Productive Safety Net Program (PSNP). PSNP IV is the most recent iteration and has expanded from its traditional emphasis on food and cash transfers for work and maternal, child health and nutrition (MCHN), to now include Gender, Youth, and Economic Livelihoods (on-farm, off-farm, and employment pathways). The goal of the CRS DFSA is: Food, Nutrition and Livelihoods Security of Households and Communities Improved and Sustained. The DFSA is from September 30, 2016 through September 29, 2021. The DFSA has three Purposes (PSNP Systems, Economic Livelihoods, Health and Nutrition) and one cross-cutting Purpose (Gender and Youth); as outlined below:
· GoE and community systems respond to reduce communities' and households' vulnerability to shocks (Purpose I)
· Households improve their sustainable livelihood and economic wellbeing (Purpose II)
· Pregnant and lactating women and children under five have improved nutritional status (Purpose III)
· Women and youth have increased access to and control of community and HH resources (SPX)
DFSA is working in nine woredas, namely, Dire Dawa, Deder, Midhega tola, Melka Balo, Babile, Shala, Arsi Negele, Heben Arsi and Ziway Dugda.
Feed the Future Livelihoods for Resilence – Oromia is a five-year USAID funded Activity started February 01, 2017. The activity aims to support livelihood options of chronically food insecure PSNP households in Oromia Region. Catholic Relief Services (CRS), in consortium with the Ethiopian Catholic church Social & Development commission of Meki (commonly referred to as MCS) implements the activity in nine woredas across three zones in Oromia rgion: namely, Zeway Dugda, Arsi Negele, Heben Arsi, Shala, Adami Tulu Jido Kombolcha, Dodota, Sire, Siraro, and boset and assist 24,500 PSNP household with a goal to successfully graduate 18,375 PSNP households.
The goal of Livelihoods for Resilience-Oromia Activity is to improve the sustainable economic well-being of Productive Sfety Net program (PSNP) households by building on the Push and Pull strategy of USAID’s Feed the Future and the PSNP Livelihoods framework.
DFSA and LRO overlap in 4 woredas of MCS implementation areas namely; Shala, Arsi Negele, Heben Arsi and Ziway Dugda.
Objective
The firm will work closely with the DFSA and LRO MEAL team specifically with the DFSA/LRO ICT4D team to support not limited but data management, data analysis, custom report design and enhance the program MEAL system implementation. In addition, the firm will develop a microsite for the DFSA and LRO project where staff can access the project edata per the access level they are going to be provided. The project data comes through the DFSA staging database and connected to the microsite, so the=at it allows the staff to access the project microsite content and the database in one place. His/her thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.
Therefore, CRS/Ethiopia is looking for a qualified and experienced firm to undertake the above stated assignment.
Deliverables
1. Design custom reports and dashboards for different project activities to show the progress of the activities as well as the completed ones.
2. Designs database models and interfaces as requested and then implements them; often writes custom SQL queries based on demand from different project staff (CRS and IP)
3. Conduct data cleaning process to ensure that all data is of highest quality. Ensure electronic data collection is carried out in a quality, timely and complete manner. Provide protocol for data audit to DFSA managers and ensure it is conducted and documents properly.
4. Develop a micro site for the DFSA project where staff can access the project data per the access level they are going to be provided. The project data comes through the DFSA staging database and connected to the microsite, so that it allows to access the project micro site content and the database in one place.
5. Integrate the data comes through different platforms to be in one place for reporting and visualization purpose
6. Train DFSA/LRO staff on the system and solutions
Time Frame
This support period will be conducted for 12 months.
Required Qualification
Education:
· Key personnel required for this assignment must have an educational background (BSC or MSc) in the field of Computer Science, IT, ICT, MIS or Computer Engineering
· Certification on advanced database design, management and deployment (Microsoft Technology Associate) is mandatory
Experience
· A record of accomplishment of conducting similar works and experiences in Database design, development, deployment and dynamic website development
· Hands-on experience in object-oriented programming (VB.NET, Java or C#)
· Solid experience in JavaScript, NET MVC, APIs, ASP.NET
· Proficient in SQL development (complex queries, stored procedures, and user defined functions) and performance turning is required;
· Ability to work with data analysis tools like power BI
