1. Background
The government of Ethiopia has adopted the second growth and transformation plan (GTP II) with the prime focus of transforming the country to a middle-income country by the year 2025. This GTP has a strong focus on supporting the development of an industrial economy and to this end, the government is establishing a number of industrial parks with the intent to boost the Ethiopian manufacturing sector, create an attractive investment proposition for foreign local investors and employment opportunity.
The Hawassa Industrial Park (HIP) is one of the completed and operational industrial parks where nineteen investors have begun operations, employing over twenty thousand workers. The Hawassa Industrial Park - Sourcing & Training Employees in the Region (HIPSTER) project was created to address the challenge of sourcing large number of workers into the IP mainly from an agrarian background and with no experience in formal or manufacturing jobs.
Enterprise Partners (EP) is a UKaid Funded program that aims to support and transform Ethiopia’s economic growth. EP facilitates the implementation of the HIPSTER project collaboratively with Ethiopian Textile Industry Development Institute (ETIDI), Southern Nations, Nationalities’ and Peoples’ Region – Bureau of Trade and Industry (SNNP-BoTI), Ethiopian Investment Commission (EIC), and Investors Association (IA).
Although HIPSTER has helped solve sourcing challenges to a large extent; retention, absenteeism and poor awareness of factory working environment remain a challenge. Gaining a better understanding of the communal factors that influence workers, and supporting the development of industrial workforce at the community level will give tremendous advantage in addressing persistent issues and designing interventions that will help increase retention and boast productivity.
2. Purpose
The purpose of this TOR is to identify a communication partner which can support the Investor’s Association in undertaking a below the line assessments in sourcing catchments (Hawassa, and 3 other catchment areas), and designing effective communication strategies targeting local government, community leaders and members (catchment and surrounding areas) as well as workers with the purpose of bridging the gap between the Industrial Park and the community.

4. Expected outputs include
Pre-assignment
1. Proposal
a. Technical proposal with a proposed communication strategy, a detailed work plan and timeline
b. Financial proposal with 3 set of budgets as applicable to a small scale, medium scale and large scale implementation plan for the communication strategy
Post-assignment
2. Inception report detailing understanding of the assignment and related approach to be taken.
3. Preliminary assessment and a workshop to validate findings
4. Communication strategy development
5. Implementation plan which includes production phase and communication tools
5. WORKING ARRANGEMENTS
The focal person within EP for this assignment is Luladay Berhanu. However, the consultant will receive additional support from the Investor’s association. The consultant will be required to report draft and final materials to the steering committee (EP, IA) for feedback and approval.
6. TIMEFRAME
The assignment shall be completed within 40 days of the launching workshop.
Note: Selection criteria will be based on the innovativeness and efficiency of the submitted proposal.
[1] For the purpose of this TOR, steering committee shall mean Investor’s Association and Enterprise Partners.
Job Experience
· Minimum 5 years of relevant work experience working as a communication partner for development projects, similar in nature and level of complexity as EP. Please refer to our website www.enterprisepartners.org for more information on EP.
· Experience in running media promotional campaigns and developing motion graphics to raise awareness for various development partner affiliates, a UN agency or similar international organizations is highly desirable.
Essential Competencies
· Registered business license for media campaign promotions.
· Advanced design skills in motion graphics, particularly character animation.
· Advanced skills working with Illustrator, In-Design and Adobe after Effects and Cinema 4D.
