BACKGROUND
The Ethiopian Agricultural Transformation Agency (ATA) is a strategy and delivery oriented government agency created to help accelerate the growth and transformation of the country’s agriculture sector. The ATA envisions that, by 2025, smallholder farmers are commercialized with greater incomes, inclusiveness, resilience and sustainability, contributing to Ethiopia’s achievement of middle-income country status.
The agency focuses on two primary national approaches to catalyze agricultural transformation. First, we support the Ministry of Agriculture and Livestock Resources (MoALR), its affiliate institutions, and other partners to identify and address systemic bottlenecks within an Agricultural Transformation Agenda. Second, we support Regional Governments to accelerate development of high-priority commodity value chains in clearly defined geographic clusters, through the Agricultural Commercialization Clusters (ACC) Initiative.
Our major activities include conducting strategic and analytical studies, providing technical implementation support, coordinating platforms to better integrate partners and projects, and designing and directly leading a number of implementation projects. Our headquarters are in Addis Ababa, and we have regional offices in Amhara, Oromia, SNNP, and Tigray regional offices, allowing us to work closely with a wide range of public, private and development sector partners across the country.

PURPOSE OF THE POSITION
Evaluates, designs, documents, installs, implements, tests, and performs problem isolation and resolution on Local and Wide Area Network, server, storage and operating systems. Maintains a complex range of computer network components and server systems. Plans and coordinates major information technology initiatives. Researches, evaluates and recommends new technologies. Utilizes monitoring, performance analysis, infrastructure management software and hardware equipment to troubleshoot and isolate problems, gauges performance and trace data and protocol activity. Devises solutions to complex operational problems within the capacity and operational limitations of installed equipment. Develops and executes contingency plans for network, software and hardware system failures including isolated and major outages. Provides internal consulting, technical guidance, information and support to application developers, computer operations, workstation support, company management and users. ESSENTIAL DUTIES and RESPONSIBILITIES
· Continually improves the network and server systems by monitoring and evaluating network performance issues including availability, utilization, throughput and latency; planning and executing the selection, installation, configuration, and testing of equipment; defining network policies and procedures; establishing connections and firewalls.
· Secures the networks by developing and implementing network access, monitoring, control, and evaluation systems; maintaining documentation.
· Administers servers, virtual servers, NAS, SAN, HCI, routers, switches, firewalls, PABX, smartphones, software deployment, security updates and patches.
· Design and deploy functional networks (LAN, WLAN, WAN)
· Monitor network performance and integrity
· Resolve issues tiers of support have escalated
· Automate tasks and monitor their effectiveness
· Mentor team members on technical issues
· Create, oversee and test security measures (e.g. access authentication and disaster recovery)
· Communicate with users when needed
· Suggest improvements to network performance, capacity and scalability
· Design, install and configure internal and customer facing servers, network devices and firewalls.
· Administer and support core Microsoft, Cisco, Hyper -V and VMware technologies
· Develop and implement project plans, risk assessments and contingency plans
· Design and implement monitoring, configuration management and reporting functions that will make a hands-off environment
· Manages the data center and computer host systems including hardware, software and equipment such as air-conditioning system, UPS (uninterrupted power system) and fire protection system.
· Define and document best practices, support procedures and complete technical documentation with business critical systems
· Effectively plan for after-hours support for Infrastructure related emergencies as well occasional weekend maintenance
· Maintain inventory and asset configuration documentation
· Assist with hardware, firewall, telecom and software vendor evaluation, recommendation and negotiations Mentor / cross train team members on existing and new technologies
· Carry out special tasks at Management's direction
· Interact with customers and staff at the technical level, as required.
· Ensure best practices in implementations and revise existing implementations for compliance with best practices.
· Ensure compliance to internal SLA
· Other duties as assigned.
